The minute of meeting of the Licensing Board of 20 April 2006 was held as read.

 

I ELECTION OF CHAIRMAN

 

The Board agreed that Bailie Powrie be re-appointed Chairman for the forthcoming year, whereupon he took the chair.

 

II NATIONAL LICENSING CONFERENCE 2006

 

It was reported that the above Conference would be held in Glasgow on 30th and 31st August 2006 at a cost per delegate of 240 and the Board's instructions were requested as to attendance.

 

The Board agreed that three members (1, 1 and 1) attend the Conference.

(i) Premises would cease serving alcohol 30 minutes prior to the scheduled kick off and would close 15 minutes prior to kick off.

 

(ii) Premises would not reopen until the final whistle.

 

(iii) No off-sale would be permitted on match days.

 

(iv) Stewarding is in place at the entrance of the premises for a period commencing two hours prior to kick-off until one hour after the conclusion of any match.

 

(v) That stewarding is in place on the internal door to prevent access to the ground during the same period.

 

(vi) All stewards employed in relation to points (iv) and (v) above are registered by Dundee City Council as approved door stewards for licensed premises or any subsequent legislation relating to the registration of door stewards.

 

(vii) The internal door is secured to prevent unauthorised opening whilst remaining compliant with relevant Ground/Fire Safety Regulations and that the door is alarmed to highlight unauthorised opening. The alarm sounding both in the Public House itself and also in the Police control room, to alert the match commander.

 

(viii) A CCTV system would be installed covering both the interior of the Public House and the area of the access door in Sandeman Street, Dundee.

 

All the above assurances would apply when a football match is taking place at either Dens Park Stadium, Sandeman Street, Dundee or Tannadice Park, Tannadice Street, Dundee, involving Dundee F.C., Dundee United F.C. or other matches at either ground of a substantive nature.

 

In addition, the applicant indicated that should serious disorder occur which was linked to the premises he would close the premises on a permanent basis.
