The minute of meeting of this Committee of 19th December 2005 was held as read.

I REPORT ON PROGRESS AND FINDINGS OF THE TAYSIDE STRATEGIC OPTIONS REVIEW GROUP

 

There was submitted Joint Report No 46-2006 by the Head of Waste Management and the Director of Planning and Transportation on progress made to date by the Tayside Strategic Options Review Group and seeking approval to proceed with the preferred options for future waste management infrastructure within Tayside as outlined within the report.

 

The Committee agreed that subject to Committee approval being granted by the other partner Authorities, the undernoted preferred options be approved and submitted to the Scottish Executive on behalf of the Tayside Area Waste Group and noted that this submission would form the basis of a bid for funding from the Strategic Waste Fund:

 

(i) That an In-vessel composting facility be provided within each of the three Tayside Authorities.

 

(ii) That a Materials Recovery Facility be provided within Perth and Kinross Council, with a bulking and baling facility being provided within Dundee City Council if required; and

 

(iii) That a 50,000 tonne per annum Energy from Waste facility be provided within Perth and Kinross Council.

 

II GRAFFITI REMOVAL - ANTI-SOCIAL BEHAVIOUR ETC (SCOTLAND) ACT 2004

 

There was submitted Report No 20-2006 by the Head of Waste Management informing of the terms of this legislation and seeking authority to issue graffiti removal notices under Sections 58 to 65 of the Anti-Social Behaviour etc. (Scotland) Act 2004.

 

The Committee agreed:-

 

(i) to delegate authority to the Head of Waste Management and appropriate nominated officers to issue and withdraw notices under Section 58 to 65 of the Anti-Social Behaviour etc. (Scotland) Act 2004;

 

(ii) to authorise nominated officers to approach utility companies, educational institutions and statutory undertakers to inform them of the legislation, and to adopt partnership arrangements to tackle graffiti on their property; and

 

(iii) to authorise the removal of graffiti and the pursuit of costs if the recipients of graffiti removal notices fail to comply with the notice within the agreed timescale.

 

III NATIONAL WASTE STRATEGY - PROJECTS PLANNED FOR IMPLEMENTATION WITHIN DUNDEE IN 2006/07

 

There was submitted Report No 39-2006 by the Head of Waste Management on city-wide recycling initiatives planned for the forthcoming year under the National Waste Strategy and seeking Committee approval for these.

 

The Committee agreed that the extension of the kerbside collection scheme for mixed recyclates be rolled out city-wide with an initial 7,500 - 10,000 additional properties being included in the scheme in 2006/2007.

 

IV WRAP HOME COMPOSTING INITIATIVE - PARTNERSHIP WITH DUNDEE CITY COUNCIL

 

There was submitted Report No 40-2006 by the Head of Waste Management on the proposed partnership between Dundee City Council and the Waste and Resources Action Programme (WRAP) to provide a home composting initiative for the city's residents and seeking Committee approval for this.

 

The Committee agreed to the proposed initiative which would give householders the opportunity to purchase home composting units at heavily subsidised rates, receive advice and support from a dedicated partner organisation and participate in a waste minimisation activity.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that this would involve the likely disclosure of exempt information as defined in paragraphs 3, 6 and 9 of Part 1 of Schedule 7A to the above Act.

 

V CIVIC GOVERNMENT (SCOTLAND) ACT, 1982 - SECTION 90 - DEFECTIVE STAIR LIGHTING

 

There was submitted Agenda Note AN25-2006 detailing notices which had been served on the owners of properties requiring works to be carried out.

 

The Committee noted that the Head of Environmental Health and Trading Standards would carry out the works should the owners not comply within the timescales.
