The minute of meeting of the Licensing Board of 16th June, 2005 was held as read.
I MINUTE OF MEETING OF DOOR STEWARDS REGISTRATION SUB-COMMITTEE OF 24TH AUGUST, 2005
The above minute (Appendix I) was submitted and noted.
II EVENING ECONOMY WORKING GROUP
There was submitted Report No 470-2005 by the Depute Chief Executive (Support Services) bringing to the Board's attention the findings and recommendations of the Evening Economy Working Group.
The Board agreed the report's recommendations so far as its interests were concerned:-
Operation of Premises within the City Centre
2.1 Night clubs would be allowed to open for an additional hour from 2.30 am until 3.30 am on Saturdays and Sundays for the provision of food and non-alcoholic refreshments only.
2.2 Public houses would continue to have extended hours until 12.00 am with extensions to 1 o'clock on selected holiday weekends etc as at present.
2.4 The proposals contained in Paragraphs 2.1 and 2.2 above would be introduced for a trial period of one year to allow a reasonable assessment of their effectiveness.
2.6 The Best Practice Guide (Appendix II) be adopted as Licensing Board policy.
2.7 A Best Bar None scheme be introduced.
2.8 The minimum charge for entry to nightclubs be retained.
2.9 All licensees to undergo and pass the Servewise Plus training course prior to renewal of their licence.
2.10 Licensees to ensure door stewards prevent patrons leaving the premises with bottles and glasses and bar any patrons attempting this.
Transport Issues
2.15 Nightclubs would enter into an arrangement with taxi operators for the ordering of taxis for patrons taking advantage of the facilities in Paragraph 2.1 above. (This could perhaps be achieved by the use of special telephone lines not available to the general public).
III ADJOURNED APPLICATIONS
Reference was made to Article VIII of the meeting of the Board of 16th June, 2005 where the Board agreed that adjourned applications from that meeting be delegated to the Clerk to deal with in the event that no objections were received. No objections were received for the undernoted applications for renewal of licence (including Sunday opening) and they were approved by the Clerk.
