I PROPOSALS FOR A NEW CONSUMER AND TRADING STANDARDS AGENCY

 

There was submitted Report No 572-2005 by the Head of Environmental Health and Trading Standards advising of a proposal to create a Consumer and Trading Standards Agency.

 

The Committee agreed:-

 

(i) to note the contents of the report; and

 

(ii) to approve the submission of the appended draft response to the Department of Trade and Industry as the response from Dundee City Council.

 

II APPLICATION TO SCOTTISH EXECUTIVE TO DESIGNATE BROUGHTY FERRY BEACH AS AN IDENTIFIED BATHING WATER

 

There was submitted Report No 543-2005 by the Assistant Chief Executive (Community Planning) outlining an application to the Scottish Executive to have Broughty Ferry beach designated as an 'Identified Bathing Water'.

 

The Committee agreed to the application to the Scottish Executive to have Broughty Ferry beach designated as an 'Identified Bathing Water'.

 

III CORPORATE FOOD SAFETY  DUNDEE CITY COUNCIL FOOD SAFETY TRAINING POLICY

 

On a reference to Article III of the minute of meeting of the Environmental Services and Sustainability Committee held on 16th February, 2004 wherein it was recommended that a Dundee City Council Food Safety Training Policy should be produced.

 

There was submitted Agenda Note AN384-2005 advising that a Food Safety Training Policy had been drafted in consultation with the members of the Corporate Food Safety Working Group to ensure that the Council could demonstrate legal compliance under the Food Hygiene Regulations and "due diligence" in terms of the Food Safety Act, 1990. The Policy would set minimum food safety training standards for Council catering staff and for food service providers employed by the Council.

 

The Committee agreed that the Policy be adopted.

 

IV MAINTENANCE CONTRACT FOR AIR QUALITY EQUIPMENT

 

There was submitted Agenda Note AN385-2005 advising that the maintenance contract for the air quality monitor located in Dock Street/Broughty Ferry Road was due for renewal and that, in order to maintain the continuity of the data provided, that the contract be renewed with the original provider of the equipment.

 

The Committee agreed to the renewal of the maintenance contract for the Dock Street/Broughty Ferry Road air quality monitor with Casella ETI at the cost of 18,771.

 

V FURNITURE REUSE STRATEGY

 

There was submitted Agenda Note AN390-2005 advising that for the past three years the Waste Management Department have been working with a company called Ogilvie Ross to develop a strategy for furniture reuse within the Community Sector, and more specifically within the Council itself and seeking approval to appoint them to develop a sustainable strategy for dealing with surplus furniture generated through the Council's internal activities.

 

Funding totalling 62,500 was recently made available by the Scottish Executive to every local authority in Scotland to enable them to carry out internal waste audits. As Dundee City Council had already completed their own internal review, agreement was reached with the Scottish Executive that the Council could spend its grant allocation on the implementation phase of the review.

 

Indicative costs for this work package are in the region of 15,000 and would be funded in full from the Scottish Executive grant.

 

The Committee agreed that the contract for this work be awarded to Ogilvie Ross.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 3, 6 and 9 of Part 1 of Schedule 7(A) to the above Act.

 

VI CIVIC GOVERNMENT (SCOTLAND) ACT 1982  SECTION 90  DEFECTIVE STAIR LIGHTING

 

There was submitted Agenda Note AN386-2005 detailing Notices which had been served on the owners of properties requiring works to be carried out.

 

The Committee noted that the Head of Environmental Health and Trading Standards would carry out the works should the owners not comply within the timescales.
