The minute of meeting of this Committee of 22 August 2005 was held as read.

 

Unless marked thus * all items stand delegated.

 

Prior to the commencement of business the Committee noted the Department's success in Scotland in Bloom recognising the efforts by staff in all the other Departments involved who contributed to the success.

 

I MCMANUS REDEVELOPMENT

 

On a reference to Article X of the minute of meeting of this Committee of 21st March 2005 the Director of Leisure and Arts submitted Report No 574-2005 reporting on the success of the Stage 2 application for Heritage Lottery Funding, confirming building closure and outlining the programme to the contract start date.

 

The Committee:-

 

(a) noted the success of the Stage 2 application to the Heritage Lottery Fund;

 

(b) noted the closure of the McManus Galleries and Museum from 23 October 2005 to allow works to proceed and the outline programme to begin and;

 

(c) remitted to the Director or Leisure and Arts to proceed with the appointments of Page and Park Architects and Campbell & Co Design Consultants to progress the works to completion.

 

II TENDER FOR THE RESTORATION OF CEMETERY HEADSTONE MEMORIALS

 

Councillor Duncan declared a financial interest by virtue of his employment by one of the tenderers.

 

The Director of Leisure and Arts submitted Report No 575-2005 requesting approval for the ongoing restoration and making safe of selected cemetery headstone memorials within various cemeteries under the management of the Leisure and Arts Department.

 

The Committee agreed that Vermicon Environmental, Ballingry, be appointed as the most advantageous tenderer complying with all the tender conditions as detailed in Appendix I of the report.

 

III TENDERS RECEIVED

 

The City Engineer submitted Report No 528-2005 giving details of offers received for the undernoted contracts:-

 

(a) CAMPERDOWN COUNTRY PARK

 

The Committee agreed to accept the negotiated offer with Tayside Contracts amounting to 12,000 to carry out improvement works under the road maintenance and minor works partnership agreement together with allowances of 500 for contingencies, 2,000 for professional fees and 500 for planning supervisor making a total expenditure of 15,000.

 

(b) PARKS AND CEMETERIES

 

The Committee agreed to accept the negotiated offer with Tayside Contracts amounting to 29,000 to carry out improvements under the road maintenance and minor works partnership agreement together with allowances of 1,500 for contingencies 4,000 for professional fees and 500 for planning supervisor making a total expenditure of 35,000.

 

(c) LYNCH AND DOUGLAS SPORTS CENTRES CAR PARKS REPAIR

 

The Committee agreed to accept the negotiated offer with Tayside Contracts amounting to 8,000 to carry out improvements under the road maintenance and minor works partnership agreement together with allowances of 500 for contingencies 1,250 for professional fees and 250 for planning supervisor making a total expenditure of 10,000.

 

IV BROUGHTY FERRY ESPLANADE LANDSCAPE IMPROVEMENTS

 

There was submitted Agenda Note AN377-2005 advising that the Broughty Ferry Environment Project had submitted proposals to the Director of Leisure and Arts in respect of the softening and improving of the existing landscape features at Broughty Ferry Esplanade with the key aim of engaging local people and improving the habitat and biodiversity. The Hourglass project had come forward following consultations with the local community and would be progressed by voluntary groups in conjunction with the Broughty Ferry Environment Project taking place on land currently managed by the Leisure and Arts Department.

 

The Committee agreed to the proposals and remitted to the Director of Leisure and Arts to work with the group in delivering the project.

 

V FIREWORKS DISPLAY

 

There was submitted Agenda Note AN378-2005 advising that it was intended to hold fireworks displays at Lochee and Baxter Parks on Saturday 5 November 2005.

 

The Committee agreed to accept the offer for the supply and delivery, firing and associated training for the displays from the specialist supplier, Alan Hilary Events, Gateshead, amounting to 23,000.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

 

VI GARDENER'S COTTAGE, BELMONT ESTATE, MEIGLE

 

The Director of Economic Development submitted Report No 529-2005 seeking approval to the sale of ground at the above address to the existing owner.

 

The Committee agreed to the sale of two areas of land on the terms and conditions detailed in the report.

 

VII ASSIGNATION OF LEASE OF FORMER TENNIS PAVILION, BAXTER PARK

 

There was submitted Agenda Note AN367-2005 advising that an existing group had requested permission to assign the lease of the former tennis pavilion at Baxter Park to a Limited Company to carry on the existing service provided.

 

The Committee agreed to the request and authorised the Director of Economic Development to request the Depute Chief Executive (Support Services) to conclude the assignation.
