II TAYSIDE JOINT POLICE BOARD - APPOINTMENTS SUB-COMMITTEE

 

It was reported that at the meeting of the Tayside Joint Police Board held on 9th May 2005 it was agreed to set up an Appointments Sub-Committee comprising the Convener, two Vice-Conveners and a member from each constituent authority.

 

The Council formally appointed Bailie Farquhar (Vice-Convener) and Councillor Roberts.

III DUNDEE CITY COUNCIL (ANN STREET/NELSON STREET) COMPULSORY PURCHASE ORDER 2005

 

On a reference to Article IX of the minute of meeting of the Planning and Transportation Committee of 15th November 2004, the Council agreed to make and enact the above Order, a copy of which is appended hereto.

 

IV CONVENER OF DUNDEE CONTRACT SERVICES

 

It was reported that the Lord Provost wished to relinquish the above post.

 

Councillor Keenan seconded by Councillor Morrow moved that Councillor Regan be appointed.

 

As an amendment, Councillor Will Dawson, seconded by Councillor FitzPatrick moved that Councillor Will Dawson be appointed.

 

On a division, there voted for the motion - Lord Provost Letford, Bailies Wright, Powrie, Mackie and Borthwick, Councillors Shimi, Keenan, Sturrock, Grant, Hind, Morrow, Macpherson, Dick, Wallace, Webster and Scott (16); and for the amendment - Bailie Corrigan, Councillors Don, Duncan, Beattie, Andrew Dawson, Sawers, FitzPatrick, Roberts, Barrie, Will Dawson and Fordyce (11) - whereupon Councillor Regan was duly appointed.

 

V CONVENER OF FINANCE

 

It was reported that Councillor Regan had resigned from the above position.

 

Councillor Keenan, seconded by Councillor Morrow, moved that Councillor Macpherson be appointed.

 

As an amendment Councillor Will Dawson, seconded by Councillor FitzPatrick, moved that Councillor FitzPatrick be appointed.

 

On a division, there voted for the motion - Lord Provost Letford, Bailies Wright, Powrie, Mackie, Councillors Shimi, Keenan, Sturrock, Grant, Hind, Morrow, Macpherson, Dick, Wallace, Webster and Scott (15); and for the amendment - Bailies Borthwick and Corrigan, Councillors Don, Duncan, Beattie, Andrew Dawson, Sawers, FitzPatrick, Roberts, Barrie, Will Dawson and Fordyce (12) - whereupon Councillor Macpherson was duly appointed.

 

VI CONVENER OF HOUSING

 

It was reported that Bailie Wright had resigned from the above position.

 

Councillor Keenan, seconded by Councillor Morrow, moved that Councillor Regan be appointed.

 

As an amendment Councillor Dawson, seconded by Councillor FitzPatrick moved that Councillor Andrew Dawson be appointed.

 

On a division, there voted for the motion - Lord Provost Letford, Bailies Wright, Mackie, Powrie and Borthwick, Councillors Shimi, Keenan, Sturrock, Grant, Hind, Morrow, Macpherson, Dick, Wallace, Webster and Scott (16) and for the amendment - Bailie Corrigan, Councillors Dunn, Duncan, Beattie, Andrew Dawson, Sawers, FitzPatrick, Roberts, Barrie, Will Dawson and Fordyce (11) - whereupon Councillor Regan was duly appointed.

 

VII OUTSIDE BODIES

 

(a) TRAVELLING PEOPLE'S ADVISORY GROUP

 

Reference was made to Article VI (f) of the minute of meeting of the City Council of 16th August 2004, wherein it was agreed that the Convener of Housing be appointed to serve on the above.

 

Following the resignation of Bailie Wright the Council appointed Councillor Regan.

(b) COSLA EXECUTIVE GROUP (HOUSING)

 

Reference was made to Article VI(g) of the minute of meeting of the City Council of 16th August 2004, wherein Bailie Wright was nominated to serve on the above.

 

Following the resignation of Bailie Wright, the Council agreed that Councillor Regan be appointed.

 

(c) COSLA EXECUTIVE GROUP (FINANCE)

 

Reference was made to Article II(d) of the minute of meeting of the City Council of 12th January 2004 wherein Councillor Regan was nominated to serve on the above.

 

Following the resignation of Councillor Regan, Councillor Keenan, seconded by Councillor Morrow moved that Councillor Macpherson be appointed.

 

As an amendment Councillor Will Dawson, seconded by Councillor FitzPatrick, moved that Councillor FitzPatrick be appointed.

 

On a division, there voted for the motion (15); and for the amendment (12) - as in the division recorded in Article V above - whereupon Councillor Macpherson was duly appointed

 

(d) BROUGHTY FERRY LIFEBOAT DISASTER FUND

 

Reference was made to Article VII(4) of the minute meeting of the City Council of 15th May 2003, wherein it was agreed that the Convener of Finance be appointed to serve on the above.

 

Following the resignation of Councillor Regan, Councillor Keenan, seconded by Councillor Morrow, moved that the Convener of Finance be appointed.

 

As an amendment Councillor Will Dawson, seconded by Councillor FitzPatrick moved that Bailie Corrigan be appointed.

 

On a division, there voted for the motion (15); and for the amendment (12) - as recorded in the division recorded in Article V above - whereupon the Convener of Finance was duly appointed.

 

(e) ASSOCIATION OF PUBLIC SERVICE EXCELLENCE

 

Reference was made to Article IV(2) of the minute of meeting of the City Council of 9th June 2003, wherein one member of the Administration, one member of the SNP Group and one member of the Conservative Group were appointed to serve on the above.

 

Following the decision of the Lord Provost to relinquish the post of Convener of Dundee Contract Services, the Council appointed Councillor Regan.

 

The Lord Provost agreed that the undernoted items be considered as a matter of urgency in terms of Standing Order No 17(b) in view of the timescales involved.

 

VIII DEPUTE CONVENER OF HOUSING

 

It was reported that Councillor Shimi had resigned from the above position.

 

The Council appointed Bailie Wright.

 

IX DEPUTE CONVENER LEISURE AND ARTS

 

It was reported that Bailie Wright had resigned from the above position.

 

The Council appointed Councillor Hind.

X DEPUTE CONVENER OF SOCIAL WORK

 

It was reported that Councillor Morrow had resigned from the above position.

 

The Council appointed Councillor Regan.

 

XI OUTSIDE BODIES

 

(a) CAROLINA HOUSE TRUST

 

Reference was made to Article VII(5) of the minute of meeting of the City Council of 15th May 2003, wherein the Lord Provost was appointed to serve on the above.

 

Following the resignation of the Lord Provost, the Council appointed Councillor Shimi.

 

(b) THE CITY OF DUNDEE EDUATIONAL TRUST

 

Reference was made to Article VII(7) of the minute of meeting of the City Council of 15th May 2003, wherein the Lord Provost, Education Convener, two members of the SNP Group and one member of the Conservative Group were appointed to serve on the above. The Lord Provost subsequently resigned and Councillor Morrow was appointed (Article II, City Council, 14th June 2004 refers).

 

Following the resignation of Councillor Morrow, the Council appointed Councillor Dick.

 

(c) COSLA EXECUTIVE GROUP MODERN GOVERNANCE

 

Reference was made to Article II(d) of the minute of meeting of the City Council of 12th January 2004, wherein Bailie Wright was nominated to serve on the above.

 

Following the resignation of Bailie Wright, the Council appointed Councillor Shimi.

 

(d) COSLA EXECUTIVE GROUP - LEISURE AND ARTS

 

Reference was made to Article II(d) of the minute of meeting of the City Council of 12th January 2004, wherein Bailie Farquhar was nominated to serve on the above.

 

Following the resignation of Bailie Farquhar, the Council appointed Councillor Hind.

 

(e) DOVETAIL ENTERPRISES

 

Reference was made to Article IV(6) of the minute of meeting of the City Council of 9th June 2003, wherein two member of the Administration, one member of the SNP Group and one member of the Conservative Group were appointed to serve on the above.

 

Following the resignation of Councillor Regan, the Council agreed to appoint Councillor Macpherson.

 

(f) DUNDEE CITY SPORTS ASSOCIATION FOR THE DISABLED

 

Reference was made to Article IV(7) of the minute of meeting of the City Council of 9th June 2003, wherein two members of the Administration, one member of the SNP Group and one member of the Conservative Group were appointed to serve on the above.

 

Following the resignation of the Lord Provost, the Council agreed to appoint Councillor Hind.

(g) DUNDEE CONTEMPORARY ARTS LIMITED

 

Reference was made to Article VI of the minute of meeting of the City Council of 9th June 2003, wherein two members of the Administration, one member of the SNP Group and one member of the Conservative Group were appointed to serve on the above.

 

Following the resignation of Bailie Farquhar, the Council agreed to appoint Councillor Grant.

 

(h) DUNDEE HERITAGE TRUST

 

Reference was made to Article IV(9) of the minute of meeting of the City Council of 9th June 2003, wherein Councillor Morrow was appointed to serve on the above.

 

Following the resignation of Councillor Morrow, the Council agreed to appoint Lord Provost Letford.

 

(i) DUNDEE REPERTORY THEATRE

 

Reference was made to Article IV(13) of the minute of meeting of the City Council of 9th June 2003, wherein two members of the Administration, one member of the SNP Group and one member of the Conservative Group were appointed to serve on the above.

 

Following the resignation of Bailie Farquhar, the Council agreed to appoint Lord Provost Letford.

 

(j) DUNDEE SCIENCE CENTRE

 

Reference was made to Article IV(16) of the minute of meeting of the City Council of 9th June 2003, wherein Bailie Farquhar was appointed to serve on the above.

 

Following the resignation of Bailie Farquhar, the Council agreed to appoint Councillor Hind.

 

(k) MARS TRAINING SHIP FUND

 

Reference was made to Article VII(13) of the minute of meeting of the City Council of 15th May 2003, wherein Bailie Farquhar was appointed to serve on the above.

 

Following the resignation of Bailie Farquhar, the Council agreed to appoint Councillor Regan.

 

(l) TAYSIDE CONTRACTS JOINT COMMITTEE

 

Reference was made to Article VII(18) of the minute of meeting of the City Council of 15th May 2003, wherein two members of the Labour Group, two members of the SNP Group, one member of the Conservative Group and one member of the Liberal Democrat Group were appointed to serve on the above.

 

Following the resignation of Councillor Morrow, the Council agreed to appoint Councillor Regan.

 

(m) TAYSIDE JOINT POLICE BOARD

 

Reference was made to Article VII(20) of the minute of meeting of the City Council of 15th May 2005 wherein three members of the Labour Group, two members of the SNP Group and one member of the Conservative Group and one member of the Liberal Democrat Group were appointed to serve on the above.

 

Following the resignation of Councillor Morrow, the Council agreed to appoint Councillor Regan.

(n) TRAVELLING PEOPLE'S ADVISORY GROUP

 

Reference was made to Article IV(28) of the minute of meeting of the City Council of 9th June 2003 wherein the Depute Convener of Housing was appointed to serve on the above.

 

Following the resignation of Councillor Shimi the Council agreed to appoint Bailie Wright.

DUNDEE CITY COUNCIL

THE TOWN AND COUNTRY PLANNING (SCOTLAND) ACT 1997

THE ACQUISITION OF LAND (AUTHORISATION PROCEDURE) (SCOTLAND)

ACT 1947

 

DUNDEE CITY COUNCIL (ANN STREET/NELSON STREET) COMPULSORY PURCHASE ORDER 2005

 

 

DUNDEE CITY COUNCIL (hereinafter referred to as "the acquiring authority") in exercise of the powers conferred by Section 189 of the Town and Country Planning (Scotland) Act 1997 hereby make the following compulsory purchase order:-

 

1. This Order may be cited as the Dundee City Council (Ann Street/Nelson Street) Compulsory Purchase Order 2005.

 

2. Subject to the provisions of this Order, the acquiring authority are hereby authorised to purchase compulsorily for the purpose of securing the development and redevelopment of land and the proper planning of the area in which the land is situated, the land which is described in the Schedule hereto and is delineated in black and coloured red on the map signed with reference to this Order and marked "Map referred to in the Dundee City Council (Ann Street/Nelson Street) Compulsory Purchase Order 2005"; and

 

3. The registration of a conveyance, as defined in Section 106(5) of the Title Conditions (Scotland) Act 2003, in implement of this Order shall not extinguish any real burdens or servitudes affecting the land described in the Schedule hereto.
