The minute of meeting of this Committee of 17th January, 2005 was held as read.

I COMPOST SITE - RIVERSIDE DEVELOPMENT

 

There was submitted Report No 127-2005 by the Head of Waste Management seeking authority to source competitive quotes for materials and services to complete the compost site extension by 31st March 2005.

 

The Committee agreed that the Head of Waste Management be authorised to seek competitive quotes for the supply of recycled materials, geotextiles and equipment to lay an operational pad for composting at Riverside up to the value of 110,000.

 

II IMPLEMENTING THE STRATEGIC ENVIRONMENTAL ASSESSMENT (SEA) LEGISLATION

 

There was submitted Joint Report No 6-2005 by the Assistant Chief Executive (Community Planning) and Director of Planning and Transportation seeking approval for a proposed implementation framework that would enable the Council to undertake its statutory duties in implementing SEA.

 

The Committee agreed:-

 

(i) that the proposed implementation structure as set out in Appendix 1 of the report be approved;

 

(ii) that all Chief Officers be remitted to nominate departmental assessors/facilitators to regulate SEA within the Council in accordance with Appendix 1 of the report;

 

(iii) that the Assistant Chief Executive (Community Planning) be remitted to negotiate with Environmental Consultants with a view to running:-

 

(a) general in-house training for all departmental assessors and facilitators on SEA screening, scoping, publicity, consultation and post adoption requirements; and

 

(b) specialist in-house training for departmental assessors and how to carry out a full SEA assessment of relevant strategies, plans and programmes;

 

(iv) that all Committee Reports be required to include a statement on Strategic Environmental Assessment under the Local Agenda 21 Implications heading. Each report should confirm whether SEA is expressly required, whether the subject of the report has been screened to determine if significant environmental effects are likely, or whether it falls outwith the scope of SEA.

 

III TENDERS RECEIVED - MARCHBANKS COMPACTOR UNIT MEZZANINE - SCHEME 2

 

There was submitted Report No 85-2005 by the City Engineer providing details of tenders received and requesting a decision on acceptance thereof.

 

The Committee agreed that the offer received from Torith Limited amounting to 22,800.93 be accepted. The Committee noted that Edwards Engineering had been listed as Sub-Contractors for this project.

 

IV PROTECTING CONSUMERS AND PROMOTING BUSINESS - A TRUSTED TRADER PARTNERSHIP SCHEME

 

There was submitted Report No 145-2005 by the Head of Environmental Services and Trading Standards seeking approval for the launch of a local business partnership scheme to increase consumer confidence, promote good practice within local small business and help protect citizens from doorstep crime.

 

The Committee agreed:-

 

(i) that the "Trusted Trader" partnership scheme as outlined in the report be approved; and

 

(ii) that all Dundee City Council departments adopt recognised "best practice" guidelines when visiting or dealing with members of the public in their own homes.

 

V DUNDEE CONSUMER REPORT NETWORK - AWARD OF QUALITY MARK SCOTLAND

 

On a reference to Article III of minute of meeting of the Environmental and Consumer Protection Committee of 19th March 2001 which advised of Local Consumer Support Networks Initiatives there was submitted Agenda Note AN85-2005 about the award of Quality Mark Scotland (QMS) Certification to the Environmental Health and Trading Standards Department for the quality of advice that it had provided to local consumers. It was reported that the award had been made following a final audit on 17th January 2005.

 

The Committee noted the award and congratulated the department on their achievement.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that this would involve the likely disclosure of exempt information as defined in paragraphs 3, 6 and 9 of Part 1 of Schedule 7(A) to the above Act.

 

VI CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - SECTION 87(1) - BUILDINGS IN NEED OF REPAIR

 

There was submitted Agenda Note AN86-2005 reporting that Notices had been served on the owners of various properties requiring works to be carried out.

 

The Committee agreed that the Head of Environmental Health and Trading Standards be authorised to carry out the work should the owners not comply within the time period allowed in the Notices.
