There was submitted Agenda Note AN468-2004 detailing the undernoted application for road construction consent.

The Committee approved the application subject to conditions which had been agreed with the Director of Planning and Transportation.

 

It was further agreed that, on satisfactory completion of this road and, if so requested by the applicant, it be entered on the List of Public Roads for the purposes of management and maintenance in terms of the Roads (Scotland) Act 1984.

 

III TRAFFIC ORDERS

 

There was submitted Agenda Note AN18-2005 relative to the undernoted Traffic Orders:-

 

(a) ASHMORE STREET AND BEAULY AVENUE, DUNDEE (PROHIBITION OF DRIVING) ORDER 2005

 

Reference was made to Article VII of the minute of meeting of this Committee of 28th June 2004 instructing and authorising the preparation of an Order to improve safety by removing through traffic in Ashmore Street and Beauly Avenue following the re-opening of Keswick Terrace.

 

It was reported that the proposed Order was duly drafted and during the statutory consultation period no adverse comments were received. Thereafter the Order was duly advertised and there were no objections.

 

The Committee therefore agreed to authorise formal publication of the Order as drafted.

 

(b) DENS STREET, DUNDEE (VARIATION OF ONE-WAY TRAFFIC) ORDER 2005

 

Reference was made to Article VII of the minute of meeting of this Committee of 24th May 2004 instructing and authorising the preparation of an Order to improve traffic penetration into Princes Street/King Street/Ladywell Avenue area following the construction of Lower Princes Street and its attendant restrictions on turning manoeuvres.

 

It was reported that the proposed Order was duly drafted and during the statutory consultation period, no adverse comments were received. Thereafter, the Order was duly advertised and there were no objections.

 

The Committee therefore agreed to authorise formal publication of the Order as drafted.

 

(c) PITKERRO ROAD SERVICE ROAD, DUNDEE (PROHIBITION OF DRIVING) ORDER 2005

 

Reference was made to Article IX of the minute of meeting of this Committee of 26th April 2004 instructing and authorising the preparation of an Order to improve road safety and to avoid traffic congestion at Pitkerro Road/Kingsway by removing through vehicle traffic.

 

It was reported that the proposed Order was duly drafted and during the statutory consultation period, no adverse comments were received.

 

The Committee therefore agreed to authorise formal publication of the Order as drafted.

 

(d) KINGSWAY EAST SERVICE ROAD, DUNDEE (PROHIBITION OF DRIVING) ORDER 2005

 

Reference was made to Article XI of the minute of meeting of this Committee of 28th June 2004 instructing and authorising the preparation of an Order to improve road safety and to avoid traffic congestion at Pitkerro Road/Kingsway by removing through vehicle traffic.

 

It was reported that the proposed Order was duly drafted and during the statutory consultation period, no adverse comments were received.

 

The Committee therefore agreed to authorise formal publication of the Order as drafted.

 

IV DUNDEE CITY COUNCIL (WALTON STREET, DUNDEE) (STOPPING-UP) ORDER 2004

 

There was submitted Agenda Note AN23-2005 making reference is made to Article X of the minute of meeting of this Committee of 28th June 2004 wherein it was agreed to stop up sections of roads and footpaths at Walton Street to facilitate the construction of a new housing development following the demolition of old housing stock.

 

It was reported the Order was duly prepared and advertised in the Dundee Courier and Advertiser and The Edinburgh Gazette, and the relevant statutory undertakers were consulted. One objection was received from Blackness Veterinary Surgery, which was later withdrawn subject to the Order being amended with the stopped-up width to be reduced to retain the northern footway, and the length reduced to improve vehicle access.

 

The Committee therefore agreed to authorise the amendment to the Order, and to confirm the Stopping Up Order as amended, and authorise formal publication of the confirmation, after which the Order will become operative.

 

V TENDERS RECEIVED BY CITY ENGINEER

 

There was submitted Report No 813-2004 by the Director of Planning and Transportation detailing tenders received in respect of the Central Waterfront - Western Realignment.

 

The Committee agreed to accept the lowest offer from Farrans (Construction) Limited in the sum of 1,334,407.19 to which required to be added allowances amounting to 1,565,592.81, making a total expenditure of 2,900,000.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 1 of Part I of Schedule 7A of the Act.

 

VI VACANT AND DERELICT LAND FUND - GRANT TO DEMOLISH 2 TO 22 ALBERT STREET, 5 TO 21VICTORIA STREET, DUNDEE

 

There was submitted Agenda Note AN19-2005 making reference to Article X of the minute of meeting of this Committee of 15th November 2004 which indicated where the Vacant and Derelict Land Fund was to be used in 2004/5. This included demolition of identified derelict property in Stobswell. Property at 2 to 22 Albert Street and 5 to 21 Victoria Street was identified in the Scottish Vacant and Derelict Land Survey and the Council had transferred the property to Servite Housing Association Limited for demolition and redevelopment. It was reported that Servite Housing Association Limited had tendered the demolition and selected the lowest tenderer.

 

The Committee agreed that a grant to this value be made to Servite Housing Association Limited on completion of the demolition, which was expected to be in February or March 2005.
