I ANNUAL HEALTH AND SAFETY REPORT 2003/04

 

There was submitted Report No 609-2004 by the Assistant Chief Executive (Management) seeking approval of the Council's Annual Health and Safety Report.

 

The Committee approved the annual report which would help to promote the management of health and safety across the Council and provide information regarding the further development of health and safety management throughout the Council.

 

II DUNDEE CONTRACT SERVICES - CHANGES TO STRUCTURE, NAME AND JOB TITLES

 

There was submitted Report No 596-2004 by the Director of Dundee Contract Services and the Assistant Chief Executive (Management) seeking the Committee's approval to redesignate the Parks Section of Dundee Contract Services.

 

The Committee approved the redesignation of:-

 

(i) the existing Parks Section of Dundee Contract Services to Land Services Section;

 

(ii) the post of Parks Manager to Land Services Manager;

 

(iii) the post of Operations Manager (Parks) to Land Services Operations Manager; and

 

(iv) the post of Assistant Operations Manager (Parks) to Assistant Land Services Operations Manager.

III SOCIAL WORK DEPARTMENT - CRIMINAL JUSTICE SERVICE - REDESIGNATION AND REGRADING OFPOST

 

There was submitted Agenda Note AN334-2004 seeking the approval of the redesignation of one post of Clerical Assistant to Senior Clerical Assistant and the regrading of the post from GS1/2 (10,068 - 13,416) to GS3 (13,650 - 14,211).

 

The change to establishment was required to progress on the job training and undertake quality checks to ensure that a high standard of service to the courts is maintained.

 

The Committee approved this proposal, having noted that the cost would be 3,000 in a full financial year which could be met from the Criminal Justice Service budget which was 100% funded by the Scottish Executive.

 

IV SUPPORT SERVICES DEPARTMENT - APPLICATIONS FOR REGRADING

 

There was submitted Agenda Note AN335-2004 advising the Committee that, in accordance with the agreed procedure, a Mailroom Supervisor and a Mailroom Assistant in the Office Services Section of the Support Services Department had submitted applications that their posts be regraded from GS2 (12,789 - 13,416) to GS3 (13,650 - 14,211) and GS1 (10,068 - 12,789) to GS2 (12,789 - 13,416) respectively.

 

On the recommendation of the Assistant Chief Executive (Management) the Committee agreed that:-

 

- the application from the Mailroom Supervisor had been fully substantiated and the post be regraded to GS3 (13,650 - 14,211); and

 

- the application from the Mailroom Assistant had been substantiated in part and the post be regraded to GS1/2 (10,068 - 13,416).

 

V GRIEVANCE AND DISCIPLINARY PROCEDURE FOR TEACHERS

 

There was submitted Agenda Note AN333-2004, whereby reference was made to Article III of the Education Committee of 21st June, 2004 where, following agreements by the Dundee Negotiating Committee for Teachers, it was agreed that the Teachers' Grievance Appeals and Appeals by Teachers against Dismissal would be heard by the Personnel Appeals Sub-Committee and the procedures to be used for hearing the above appeals would be those currently used by the Sub-Committee. Teachers would be notified of the date for their appeal within twenty working days of the appeal being received.

 

The Committee approved accordingly.

 

VI SOCIAL WORK DEPARTMENT - FIELDWORK CARE AND ASSESSMENT SERVICES - STAFFINGARRANGEMENTS

 

There was submitted Agenda Note AN337-2004 advising the Committee that, on a reference to Article I of the minute of meeting of this Committee of 8th December, 2003, approval was given for the payment of the equivalent of two additional increments to appropriately qualified staff carrying out key duties in relation to mental health, child protection and practice teaching on an interim basis pending the outcome of a review of fieldwork care and assessment services.

 

It was reported that as a result of continuing this review, the Assistant Chief Executive (Management) and Director of Social Work had requested approval to extend interim payment arrangements until end February 2005, pending the outcome of the review.

 

The Committee agreed to this request, having noted that the anticipated additional costs of the interim payments for a further period were 20,000 during 2004/05 which would be met from the Social Work Revenue Budget.
