I MINUTES OF MEETINGS OF SCHOOL ATTENDANCE SUB-COMMITTEE OF 1ST AND 2ND JUNE, 2004

 

The minutes of the above meetings (Appendices I and II) were submitted for information.

 

II HM INSPECTORATE OF EDUCATION - BALDRAGON ACADEMY FOLLOW-THROUGH INSPECTION

 

There was submitted and noted the follow-through report by HM Inspectorate of Education on Baldragon Academy.

 

III GRIEVANCE AND DISCIPLINARY PROCEDURE FOR TEACHERS

 

On a reference to Article VIII of the minute of meeting of the Policy and Resources Committee of 14th June, 2004 there was submitted Agenda Note AN245-2004 relative to the undernoted

 

(i) GRIEVANCE PROCEDURE

 

It was reported that the Dundee Negotiating Committee for Teachers at its meeting held on 1st April, 2004 approved a new grievance procedure for teachers and proposed that the remit of the Personnel Appeals Sub-Committee be extended to include Teachers' Grievance Appeals and that the Teacher Grievance Sub-Committee be discontinued.

 

It was further reported that the procedures and timetable for dealing with these appeals required to be approved by the Personnel Appeals Sub-Committee.

 

(ii) DISMISSAL OF TEACHERS

 

The Dundee Negotiating Committee for Teachers (DNCT) at its meeting held on 20th February 2004 approved a new disciplinary procedure for teachers which would enable the Director of Education to dismiss teachers as opposed to the Dismissal of Teachers Sub-Committee. The DNCT also agreed that appeals against the Director's decision would now be heard by the Personnel Appeals Sub-Committee. Again the procedures and timetable for dealing with the appeals required to be approved by the Personnel Appeals Sub-Committee.

 

The Committee, as far as its interests were concerned, agreed the above changes and remitted to the Depute Chief Executive (Support Services) to make the necessary changes to Standing Orders, the Scheme of Delegation to Officers and any other changes that may be necessary.

 

IV SCHOOL ATTENDANCE SUB-COMMITTEE

 

There was submitted Agenda Note AN249-2004 informing the Committee that the undernoted School Board Member had indicated his willingness to serve on the Sub-Committee:-

 

Mr Filip Myzylowskyj - Menzieshill High School.

 

The Committee agreed that Mr Myzylowskyj be appointed as a School Board Member of the School Attendance Sub-Committee and further agreed that training be provided for members of the Sub-Committee.

 

V FORTHILL PRIMARY SCHOOL - ALTERATIONS AND EXTENSION (PARTNERING)

 

Councillor Wallace declared a non-financial interest by virtue of having two grandchildren who attend Forthill Primary School.

 

Mrs Millar declared a non-financial interest by virtue of being a Teacher at Forthill Primary School.

 

Reference was made to Article V of the minute of meeting of the Education Committee held on 17th May, 2004 which authorised officers to negotiate and accept a contract within the overall allowance for construction works of 3.8 million under a partnering arrangement with an appropriate contractor for alterations and extension at Forthill Primary School.

 

There was submitted Agenda Note AN250-2004 informing the Committee that a price of 3.7 million had been negotiated with Torith Limited, Dundee and they had been appointed to carry out the works.

 

The Committee noted accordingly.

 

VI TENDERS RECEIVED

 

(a) CITY ARCHITECTURAL SERVICES OFFICER

 

There was submitted Report No 473-2004 by the City Architectural Services Officer detailing tenders received and requesting a decision thereon:-

 

(i)ST LUKE'S AND ST MATTHEW'S PRIMARY SCHOOL - EXTERNAL PAINTERWORK PHASES 1 AND 2

 

The Committee agreed to accept the schedule of rates offer from Dundee Contract Services for External Painterwork Phases 1 and 2 at St Luke's and St Matthew's Primary School for the sum of 11,900 together with allowances of 2,085, giving a total of 13,985.

 

(ii)ST JOSEPH'S PRIMARY SCHOOL - ALTERATIONS TO CARETAKER'S HOUSE TO FORM NEW OUT OF SCHOOL CLUB

 

The Committee agreed to accept the lowest offer received from Muirfield (Contracts) Limited, Dundee for alterations to Caretaker's home at St Joseph's Primary School to form a new Out of School Club for the sum of 29,877.10 together with allowances of 4,980, giving a total of 34,857.10.

The Committee agreed to accept the negotiated offer from Dundee Contract Services for renewal of roof coverings at St Ninian's Primary School, Infant Block for 44,299.74 together with allowances of 7,159, giving a total of 51,458.74.

The Committee agreed to accept the schedule of rates offer from Dundee Contract Services for external repaint and replacement doors at Rosebank Primary School for 7,800 together with allowances of 1,170, giving a total of 8,970.

 

(viii)EDUCATION PROPERTIES (VARIOUS) - INSPECTION AND TESTING OF ELECTRICAL INSTALLATIONS

 

The Committee agreed to accept the lowest offer received from McGill Electrical Limited, Dundee for inspection and testing of electrical installations for 49,004 together with allowances of 7,350, giving a total of 56,354.

 

(ix)CRAIGIEBARNS PRIMARY SCHOOL - PREFABRICATED BUILDING FOR OUT OF SCHOOL CLUB

 

The Committee agreed to accept the lowest offer received from Premier Transline Hire Limited, Uddingston, for a prefabricated building for Out of School Care Club at Craigiebarns Primary School for 84,232.82 together with allowances of 15,385, giving a total of 99,590.82.

There was submitted Report No 420-2004 by the City Engineer detailing tenders received and requesting a decision thereon:-

 

(i) SCHOOLS PPP INVESTIGATION

 

The Committee agreed to accept the lowest offer received from Ritchies for schools PPP ground investigations for 32,029 together with allowances of 15,000, giving a total of 47,029.

 

(ii) EDUCATION DEPARTMENT STRUCTURAL REPAIRS 2004/2005 - CONTRACT 1

 

The Committee agreed to accept the lowest offer received from Dundee Contract Services for Structural Repairs 2004/2005 Contract 1 for 38,582.20, together with allowances of 8,417.80, giving a total of 47,000.

 

(iii) EDUCATION DEPARTMENT STRUCTURAL REPAIRS 2004/2005 - CONTRACT 2

 

The Committee agreed to accept the lowest offer received from Castle Contracting for Structural Repairs Contract 2 for 50,047 together with allowances of 12,953, giving a total of 63,000.
