SOCIAL WORK DEPARTMENT - YOUNG PERSONS' UNITS - REDEPLOYMENT OF EMPLOYEES

 

Reference was made to Article III of the minute of meeting of the Social Work Committee of 18th June, 2001 wherein, inter alia, the Committee noted that the Director of Personnel and Management Services would recommend to the Personnel and Management Services Committee that some form of cash conservation should be granted to those employees in the Young Persons Units who, for various reasons and as a result of a one-off exercise, are redeployed voluntarily to lower-paid jobs.

 

The Director of Personnel and Management Services advised the Committee that this proposal had been the subject of full consultation with the trade unions and the criteria for the redeployment exercise agreed as follows:-

 

(a) Priority will be given to those employees aged 50 or above. However, employees below that age will be considered.

 

(b) Employees must have a minimum of 8 years continuous service in Young Persons Units.

 

(c) Employees will have until 30th April, 2002 to indicate in writing that they wish to be considered for redeployment.

 

(d) Social Work management and the trade unions must agree that an employee should, if possible, be redeployed.

 

(e) Redeployment opportunities will be limited and it may not be possible to redeploy everybody who wants to leave the service. As a first step, efforts will be made to identify a suitable redeployment opportunity within the Social Work Department. However, in certain circumstances, it may be necessary to seek a redeployment opportunity in other Council departments.

 

(f) Where Social Work management and the trade unions agree that a redeployment opportunity is suitable for the employee but the employee refuses the offer, the employees name will be removed from the redeployment list.

(g) Social Work management have the responsibility to ensure that the Young Persons Units operate effectively; accordingly, Social Work management will decide when an employee can move to take up a redeployment opportunity. However, it is acknowledged that a vacancy identified as suitable cannot be held open for an excessive period.

 

(h) For this one-off exercise, cash conservation will last for a period of one year.

 

(i) Any additional expenditure incurred as a result of a redeployment will be the responsibility of the employee.

 

The Committee approved the foregoing arrangements.
