I PLANNING AND TRANSPORTATION DEPARTMENT - BUILDING CONTROL - CAREER GRADE STRUCTURE ANDCHANGES TO THE ESTABLISHMENT

 

There was submitted Joint Report No 375-2003 by Director of Planning and Transportation and Assistant Chief Executive (Management) seeking approval for a revised career grade structure for Building Control employees and a number of changes to the establishment.

 

The Committee agreed to:-

 

(a) approve the career grade structure outlined in the Appendix to the report;

 

(b) approve the redesignation of 7 posts (post numbers 0162, 0163, 0164, 0165, 0168, 0188 and 0200) of Building Control Officer to Building Control Surveyor and the regrading of these posts from Tech 2-4 (14,811 - 21,732) to Tech 2-PO4 (14,811 - 27,015), with a qualification bar (MRICS) at SCP34 (24,396);

 

(c) approve the redesignation of 2 posts (post numbers 0154 and 0155) of Senior Building Control Officer to Senior Building Control Surveyor and the regrading of these posts from Tech 5 (22,398 - 24,396) to PO7-10 (29,313 - 31,536); and

 

(d) approve the deletion of a vacant part time post of Planning Officer, AP1-PO4 (14,211 - 27,015 pro rata).

 

II SOCIAL WORK DEPARTMENT (CONTRACTS SECTION) AND HOUSING DEPARTMENT (SUPPORTING PEOPLETEAM) - CHANGES TO ESTABLISHMENTS

 

There was submitted Joint Report No 82-2004 by Director of Social Work, Director of Housing and Assistant Chief Executive (Management) seeking approval for changes to the establishments of the Social Work Department and the Housing Department.

 

The Committee approved:-

 

(a) the establishment of two temporary posts of Contract Officer graded PO1-4, 24,888 - 27,015, and one temporary post of Contracts Assistant graded AP3, 17,340 - 19,029, within the Social Work Department until March 2006;

 

(b) the establishment of one temporary post of Contract Officer graded PO1-4, 24,888 - 27,015, and one temporary post of Contract Assistant graded AP3, 17,340 - 19,029, within the Housing Department (Supporting People Team) until March 2006;

 

(c) the deletion of one vacant temporary post of Supporting People Officer granted AP5, 22,398 - 24,396;

 

(d) the redesignation of the post of Section Leader - Finance to Section Leader - Finance and Contracts within Social Work Department; and

 

(e) the restructure of the Supporting People Team within the Housing Department as outlined in the Appendix to the report until March 2006.

 

III LEISURE AND ARTS DEPARTMENT - SPORTS DEVELOPMENT SECTION -REVIEW OF ORGANISATIONAL STRUCTURE

 

There was submitted Joint Report No 557-2003 by Director of Leisure and Arts and Assistant Chief Executive (Management) proposing changes to the organisational structure of the Sports Development Section within the Leisure and Arts Department following a review of the current situation and the outcomes of the Section Plan 2003-2007.

 

The Committee approved the following changes to the organisational structure of the Sports Development Section:-

 

(a) the establishment of a post of Physical Activities Development Officer, grade AP5/PO4, 22,398 - 27,015;

 

(b) the establishment of a post of Sports Activities Development Officer, grade AP5/PO4, 22,398 - 27,015;

 

(c) the establishment of a post of Community Sports Development Officer, on a 4 year fixed term basis, grade AP3/4, 17,340 - 21,732;

 

(d) the establishment of a post of part time (21.75 hours per week) Sports Co-ordinator, on a 4 year fixed term basis, grade AP2, 15,582 - 16,866 pro rata;

 

(e) the establishment of a new post of Disability Sports Officer, grade AP3, 17,340 - 19,029;

 

(f) the establishment of 2 part time posts (1 x 20 hours, 1 x 16 hours) of Physical Activities Leader, graded GS1/2, 10,068 - 13,416 pro rata;

 

(g) the establishment of 2 part time posts (16 hours) of Sports/Activities Leader, graded GS1/2, 10,068 - 13,416 pro rata;

 

(h) the establishment of a part time post (21.75 hours) of Disability Sports/Activities Officer, granted AP2, 15,582 - 16,868 pro rata;

 

(i) the establishment of a part time post (14.5 hours) of Pre-School Disability Activities Officer, graded AP2, 15,582 - 16,868;

 

(j) the regrading of the post of Swimming Development Officer, currently graded AP3, 17,340 - 19,020, to AP3/4, 17,340 - 21,732;

(k) the regrading of the post of Gymnastics Development Officer, currently graded AP3, 17,340 - 19,029, to AP3/4, 17,340 - 21,732;

 

(l) the redesignation and regrading of the post of Children's Activities Officer, currently graded AP3, 17,340 - 19,029, to Pre-School Activities Officer, graded AP3/4, 17,340 - 21,732;

 

(m) the redesignation and regrading of the post of Community Sports Officer, currently graded AP3, 17,340 - 19,029, to Children's Sports/Activities Officer, graded AP3/4, 17,340 - 21,732;

 

(n) the deletion of the post of Sports Development Officer, graded AP5, 22,398 - 24,396;

 

(o) the deletion of the post of Disability Sports Development Officer, graded AP5, 22,398 - 24,396;

 

(p) the deletion of 6 part time posts (2 x 20 hours, 4 x 616 hours) of Playworker, graded GS1/2, 10,068 - 13,416 pro rata. The current postholders will be matched into the new posts outlined in (f) and (g) above;

 

(q) the deletion of the post of Disability Sports Officer, graded AP2, 15,582 - 16,866. The current postholders (job share) will be matched into the new posts outlined in (h) and (i) above;

 

(r) the redesignation of the temporary post of Children's Sports Co-ordinator to Children's Sports/Activities Co-ordinator. It is further proposed to extend this post to terminate no later than March 2006; and

 

(s) the redesignation of the post of Disability Sports Officer to Disability Sports/Activities Officer.

 

IV COMMUNITIES DEPARTMENT - REDESIGNATION OF POSTS

 

On a reference to Article IV of the minute of meeting of this Committee of 30th June, 2003, there was submitted Agenda Note AN47-2004.

 

The Committee agreed to approve the redesignation of the following posts and team to reflect the new identity and structure of the Communities Department:-

 

(a) the redesignation of the post of Neighbourhood Development Worker to Community Worker;

 

(b) the redesignation of the post of Outdoor Education Activity Instructor to Outdoor Education Worker;

 

(c) the redesignation of the post of Neighbourhood Centre Manager to Centre Manager; and

 

(d) the redesignation of the Equality Action Team to Equality and Diversity Team;

 

having noted that there were no financial implications.

 

V HOUSING DEPARTMENT - HOUSING (SCOTLAND) ACT 2001 - IMPLEMENTATION TEAM - EXTENSION OFFIXED TERM POST

 

There was submitted Agenda Note AN48-2004, making reference to Article VIII of the minute of meeting of this Committee of 21st October, 2002, wherein the creation of an Implementation Team was approved to prepare for compliance with the Housing (Scotland) Act 2001.

The posts established consist of one Team Leader, graded PO1-4, two Senior Housing Officers, graded AP5, and three Senior Clerical Assistants, graded GS3 with all costs being met by specific grants from the Scottish Executive.

 

It was agreed that the Team Leader, graded PO1-4, and the two Senior Housing Officers, graded AP5, would finish their posts in August 2003. The three Senior Clerical Assistants were to remain in post until 31st March, 2004, when they would be located within Central Area Office. These positions were to concentrate on the signing up of the Council's existing 17,400 tenants to the new Scottish Secure Tenancy. As tenants had not responded to the implementation team as was hoped, some tenants had not signed up to the Agreement. As this is a requirement of the Act approval was requested for an extension to these posts until 31st July, 2004.

 

The Committee approved an extension to these posts until 31st July, 2004, having noted that the total cost would be 13,650 and would be met from the Housing Revenue Account.

 

VI HOUSING DEPARTMENT - HOMELESS ASSESSMENT/STRATEGY TEAM - EXTENSION OF FIXED TERM POSTS

 

On a reference to Article VIII of the minute of meeting of this Committee of 10th March, 2003, there was submitted Agenda Note AN49-2004 advising that the Scottish Executive had now allocated further funding to implement the homelessness provision of the Housing (Scotland) Act. The Committee therefore approved the further extension of a number of posts in the Homeless Assessment/Strategy Team until 31st March, 2005.

 

VII LEISURE AND ARTS DEPARTMENT - ESTABLISHMENT OF POST

 

There was submitted Agenda Note AN50-2004 seeking approval for the establishment of a part time (20 hours per week) post of Environmental Development Assistant, graded AP2, 15,582 - 16,866 pro rata, to assist with the organisation of the Dundee Flower and Food Festival, the preparation of Parks Development Plans and other environmental projects undertaken by the section.

 

To fund this proposal, it was proposed to delete the vacant half of a job share post of Events Officer, graded AP3, 17,340 - 19,029 pro rata.

 

The Committee approved these proposals having noted that these changes would result in a saving of 113 in the current financial year and 1,356 in a full financial year.
