I CAPITAL EXPENDITURE
After considering Report No 113-2004 by the Depute Chief Executive (Finance) appraising members of the latest position regarding the Council's expenditure programme for 2003/04, the Committee noted the contents of the report.
II REVENUE MONITORING
After considering Report No 116-2004 by the Depute Chief Executive (Finance) providing the Committee with analysis of the 2003/04 Projected Revenue Outturn as at 31st December, 2003 monitored against the adjusted 2003/04 Revenue Budget, the Committee:-
(a) noted that the overall General Fund 2003/04 Projected Revenue Outturn as at 31st December 2003 showed an overspend of 39,000 against the adjusted 2003/04 Revenue Budget;
(b) noted that the Housing Revenue Account Projected Outturn was in line with the adjusted 2003/04 Revenue Budget;
(c) instructed the Depute Chief Executive (Finance) to take every reasonable action to ensure that the 2003/04 Revenue expenditure was in line with the adjusted Revenue Budget; and
(d) instructed the Depute Chief Executive (Finance) in conjunction with all Chief Officers of the Council to continue to monitor the Council's 2003/04 Projected Revenue Outturn.
III FINANCE DEPARTMENT REVENUES DIVISION - PROGRESS ON BENEFITS WORKLOAD
On a reference to Article XI of the minute of meeting of the Recess Sub-Committee of the Policy and Resources Committee of 21st July, 2003 there was submitted Report No 129-2004 by the Depute Chief Executive (Finance) appraising members of the historic and current workload of the Revenues Division's administration of Council Tax and Housing Benefits.
The Committee noted the contents of the report.
IV RELIEF OF RATES - SPORTS CLUBS
There was submitted Report No 117-2004 by the Depute Chief Executive (Finance) seeking approval for the amendment of the amount of Discretionary Charity Relief granted to some sports clubs by the City Council.
The Committee agreed to amend the Grant/Discretionary Charity Relief to those clubs presently receiving such relief and to receive and consider future applications from such bodies in a similar manner as detailed below.
(a) all sports clubs registered as "community amateur sports clubs" with the Inland Revenue to receive 80% Discretionary Rate Relief;
(b) any such club which falls into (a) above which was unlicensed should receive a further 20% Discretionary Relief; and
(c) any sports club that was not registered with the Inland Revenue should continue to receive relief as presently granted, namely 100% if unlicensed and 50% if licensed.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part 1 of Schedule 7A of the Act.
V RELIEF OF NON-DOMESTIC RATES ON THE GROUNDS OF HARDSHIP
After considering Report No 110-2004 by the Depute Chief Executive (Finance) relative the above, the Committee approved the recommendations detailed therein.
