I VALIDATE UK PROOF OF AGE CARD SCHEME - ENHANCEMENT OF YOUNG SCOTCARD

 

On a reference to Article II of the minute of meeting of 15th November 1999, there was submitted Agenda Note AN186-2003 on Validate UK Proof of Age Card Scheme which provided verified proof of age cards to young persons to enable them to obtain goods, which were age restricted, for example, alcohol, tobacco, fireworks, videos - once they had attained the appropriate age. It also provided a means whereby businesses could confidently verify the age of young people and help prevent the commission of offences. The scheme had been a success during its period of operation and the Council were pleased to have been involved with it.

 

The enhancement of the Young Scot card by the Neighbourhood Resources and Development Department to include a proof of age element meant that the Validate UK Scheme would be discontinued. The operation of two distinct approved proof of age schemes by the local authority would have served to confuse businesses and young people.

 

The Committee noted the enhancement of the Young Scot Card to include a proof of age element and the discontinuation of the Validate UK Scheme, which had been operated by the Trading Standards Service of the Environmental and Consumer Protection Department.

 

II THE SECOND YEAR OF OPERATION OF THE SCOTTISH MOTOR VEHICLE TESTING UNIT

 

There was submitted Report No 288-2003 by the Acting Director of Environmental and Consumer Protection on the operation of the Scottish Motor Vehicle Testing Unit operated by Dundee City Council as lead authority for the year to 31st January, 2003.

 

The Committee agreed that the annual report of the Scottish Motor Vehicle Testing Unit for 2002/2003 be noted.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public be excluded from the meeting for the undernoted item of business on the grounds that it would involve the likely disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 7(A) to the above Act.

 

III CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - SECTION 87(1) BUILDINGS IN NEED OF REPAIR

 

There was submitted Agenda Note AN187-2003 reporting Notices had been served on owners of various properties requiring works to be carried out.

 

The Committee agreed that the Acting Director of Environmental and Consumer Protection be authorised to carry out the works should the owners not comply within the time allowed in the Notices.
