The minute of meeting of this Committee of 17th February, 2003 was held as read.

I SUPPORTING PEOPLE - SERVICES EXEMPT FROM CHARGING

 

On a reference to Article III of the minute of meeting of the Housing Committee of 17th March 2003 there was submitted Joint Report No 169-2003 by the Director of Housing and Director of Social Work advising of services which the Scottish Executive had advised should be free to service users and the implications for Dundee City Council.

 

The Committee agreed:-

 

(i) that the services identified in the report be considered short term; and

 

(ii)that these short term services should be exempt from the Council's supporting people charging policy.

 

II SUPPLY OF SPECIALISED MINI BUS FOR GILLBURN ROAD RESPITE CARE UNIT

 

There was submitted Report No 208-2003 by the Director of Social Work seeking approval to accept a negotiated offer preferred for a specialist mini bus.

 

The Committee agreed that the offer received from S L M Vehicle Contracts to provide a specialist mini bus for Gilburn Road Respite Care Unit amounting to 27,119.59 (exclusive of VAT) be accepted.

 

III SOCIAL WORK DEPARTMENT SERVICE PLAN - PROGRESS UPDATE - 2002

 

On a reference to Article XIII of the minute of meeting of 20th August, 2001, there was submitted Report No 256-2003 by the Director of Social Work seeking approval of the Social Work Department's Service Plan progress update for 2002.

 

The Committee agreed that the Social Work Department Service Plan progress update for 2002 as detailed in the report be approved.

IV INTERIM PAYMENT RATES FOR INDEPENDENT SECTOR CARE HOMES 2003/2004

 

Councillor Borthwick declared an interest in this item and took no part in the discussion thereafter.

 

There was submitted Report No 257-2003 by the Director of Social Work on Interim Payment Rates for 2003/2004 for independent sector care homes.

 

The Committee agreed:-

 

(i)that payments made to independent sector nursing and residential homes be increased as detailed in the report; and

 

(ii)that a further report be submitted once the final outcome of national negotiations on fee rates was made known.

 

V JOINT COMMUNITY CARE PLAN

 

Councillor Presswood declared an interest in this item and took no part in the discussion thereafter.

 

There was submitted Report No 258-2003 by the Director of Social Work seeking approval on the content of the Dundee Joint Community Care Plan for 2002-2005.

 

The Committee agreed:-

 

(i)that the content of the Dundee Joint Community Care Plan for 2002-2005 be approved; and

 

(ii)that the plan be made available for publication.

 

VI PAYMENT FOR SERVICES PROVIDED BY TAYSIDE COUNCIL ON ALCOHOL

 

On a reference to Article IV of the minute of meeting of 20th May, 2002, there was submitted Report No 239-2003 on the revised level of payment for 2002-2003 for services provided by Tayside Council on Alcohol.

 

The Committee agreed that a revised payment of 17,528 - 2002/2004 for the services provided by Tayside Council on Alcohol be approved.

 

VII FOSTERING ALLOWANCES 2003/2004

 

On a reference to Article II of the minute of meeting of 21st October, 2002, there was submitted Agenda Note AN159-2003 seeking approval for rates of payment to be made to foster carers and adopters for the period 2003/2004.

 

The Committee agreed:-

 

(i)that the rates of payment and allowances as detailed in the note be approved; and

 

(ii)that should the income support rate increase during 2003/2004, the allowances be increased accordingly.

VIII ASSOCIATION OF DIRECTORS OF SOCIAL WORK - ANNUAL CONFERENCE

 

There was submitted Agenda Note No AN160-2003 reporting that the annual conference of the Association of Directors of Social Work would take place at the Dunblane Hydro from Wednesday, 21st May to Friday, 23rd May, 2003.

 

The Committee approved the attendance of one member of the Administration, one member of the Majority Opposition Group and one member of the Minority Opposition Group.
