I CAPITAL MONITORING
After considering Report No 19-2003 by the Director of Finance appraising members on the latest position regarding the Council's expenditure programme for 2002/2003, the Committee noted the contents of the report.
II REVENUE MONITORING
There was submitted Report No 22-2003 by the Director of Finance providing the Committee with an analysis of the 2002/03 Projected Revenue Outturn as at 30th November, 2002 monitored against the adjusted 2002/03 Revenue Budget.
The Committee:-
(a) noted that the overall General Fund 2002/03 Projected Revenue Outturn as at 30th November, 2002 showed an overspend of 50,000 against the adjusted 2002/03 Revenue Budget.
(b) noted that the Housing Revenue Account Projected Outturn was in line with the 2002/03 Revenue Budget.
(c) agreed that the Director of Finance would take every reasonable action to ensure that the 2002/03 revenue expenditure was in line with the approved Revenue Budget.
(d) instructed the Director of Finance in conjunction with all Chief Officers of the Council to continue to monitor the Council's 2002/03 Projected Revenue Outturn.
III RELIEF OF RATES - CHARITY RELIEF
There was submitted Report No 26-2003 by the Director of Finance seeking authorisation to grant charity relief on the undernoted non-domestic properties.

IV LOCAL GOVERNMENT FINANCE SETTLEMENT 2003/04, 2004/05 AND 2005/06 AND REVENUE BUDGET/COUNCIL TAXSETTING PROCEDURE 2003/04
There was submitted Report No 62-2003 by the Director of Finance advising members of the recent announcements made by the Minister for Finance and Public Services in respect of the Local Government Finance Settlement for 2003/04, 2004/05, 2005/06 and setting out the procedure for fixing the 2003/04 Revenue Budget and Council Tax.
The Committee:-
(a) noted the Council's Aggregate External Finance Settlement for 2003/04, 2004/05 and 2005/06, as recently announced by the Minister for Finance and Public Services.
(b) noted the current projected position on the Revenue Budget and Council Tax for 2003/04.
(c) agreed the procedures to be followed for setting the 2003/04 Revenue Budget and Council Tax as set out in Paragraph 12 and Appendix A of this report.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7(A) of the Act.
V RELIEF OF NON-DOMESTIC RATES ON THE GROUNDS OF HARDSHIP
After considering Report No 15-2003 by the Director of Finance relative to the above, the Committee approved the recommendations detailed therein.
