I SCHEME OF DECENTRALISATION - ELECTED MEMBER BRIEFINGS
There was submitted Report No 31-2003 by the Director of Neighbourhood Resources and Development seeking approval of the protocol aimed to ensure regular and consistent exchange of information between elected members and Council officers in relation to implementation of the Council's Scheme of Decentralisation.
The Committee approved the protocol as detailed in Appendix A of the report.
II SOCIAL INCLUSION PARTNERSHIP - ALLOCATION OF RESOURCES 2002/03
There was submitted Report No 28-2003 by the Director of Neighbourhood Resources and Development making recommendations for the further allocation for Social Inclusion Partnership funding (1) for the financial year 2002/03 and recommending a number of grants from the SIP 1 and 2 Small Grants Fund.
The Committee noted the Partnership's recommendation to transfer Social Inclusion Partnership (1) funding to the SIP1 Small Grant Fund as detailed in Section 6 and Appendix A of the report and approved the small grants detailed in Appendices B and C of the report.
III DUNDEE COMMUNITY SAFETY AWARD PROGRAMME 2002/2005 - PROGRESS UPDATE
There was submitted Report No 4-2003 by the Director of Neighbourhood Resources and Development seeking approval for the submission of the 2003/04 funding bid to the Scottish Executive for the second year of the three year rolling programme under criteria outlined in the Community Safety Partnership Award Programme.
The Committee agreed the following recommendations:-
(a) to note the 2000/2002 Action Plan Review;
(b) to approve the 2002/2004 Action Plan;
(c) to authorise the submission of a Year 2 Funding Bid to the Scottish Executive by 31st January, 2003 under the Community Safety Award Programme for 2003/2004;
(d) to note the link of the key theme Partnership Group to the work of Dundee in Partnership - the Community Plan in Dundee 2001/2006.
IV BARNHILL COMMUNITY ASSOCIATION - RENT FOR PREMISES AT CAMPFIELD SQUARE
There was submitted Report No 24-2003 by the Director of Neighbourhood Resources and Development recommending financial assistance for Barnhill Community Association in relation to the rent payable for the premises at Unit 15 Barnhill Clinic, Campfield Square.
The Committee approved a retrospective grant of 1,875 equivalent to the rent payable for the Association's premises from April, 1996 to November 2002 and instructed the Director of Neighbourhood Resources and Development to offer appropriate grant advice to the Association to cover future rental costs.
Councillor Bruce Mackie declared an interest in this item and took no part in the discussion.
V PROPOSED DEVELOPMENT OF A COMMUNITY LEARNING CENTRE BASED WITHIN DUNDEE FOOTBALL CLUB
There was submitted Joint Report No 59-2003 by the Director of Neighbourhood Resources and Development and the Director of Education providing members with information about the proposed development of a Community Learning Centre through a partnership involving Dundee Football Club and Dundee City Council Education and Neighbourhood Resources Development Departments.
The Committee agreed the following recommendations:-
(a) to approve the involvement of Council staff in the development of this initiative in line with details provided in the report;
(b) to instruct the Directors of Neighbourhood Resources and Development and Education to monitor progress of the development and operation of the Community Learning Centre.
This Report also to be considered by the Education Committee on 20th January, 2003.
VI TENDERS RECEIVED
There was submitted Report No 36-2003 by the City Architectural Services Officer detailing tenders received and requesting a decision on acceptance thereof.
The Committee approved acceptance of the tender submitted by Dundee Contract Services for External Fabric Repairs at Arthurstone Library in the sum of 42,890, together with allowances of 7,110, giving a total of 50,000.
VII EQUALITY ACTION FUND II 2002/03
There was submitted Report No 8-2003 by the Director of Neighbourhood Resources and Development making a recommendation for a grant award from the Equality Action Fund. The grant award would be met from the Department's Revenue Budget 2002/03.
The Committee approved the payment of the recommended grant of 2,500 to the Equality Action Task Groups.
VIII INTERNATIONAL YOUTH WORK FUND 2002/03
There was submitted Report No 9-2003 by the Director of Neighbourhood Resources and Development making a recommendation for a grant award from the International Youth Work Fund. The grant award would be met from the Department's Revenue Budget 2002/03.
The Committee approved payment of the recommended grant of 2,500 to Dundee 2003 International Youth Conference Steering Group.
IX NATIONAL ORGANISATIONS FUND V 2002/03
There was submitted Report No 29-2003 by the Director of Neighbourhood Resources and Development making a recommendation for a grant award from the National Organisations Fund. The grant award would be met from the Department's Revenue Budget 2002/03.
The Committee approved payment of the recommended grant of 250 to Youth Link Scotland.
X VOLUNTARY ORGANISATION TRAINING GRANTS FUND 2002/03
There was submitted Report No 58-2003 by the Director of Neighbourhood Resources and Development making a recommendation for a grant award from the Voluntary Organisations Training Grant Fund. The grant award would be met from the Department's Revenue Budget 2002/03.
The Committee approved payment of the recommended grant of 1,000 to Dundee Women's Aid Collective Limited.
