The minute of meeting of the Licensing Board of 24th October, 2002 was held as read.

I REGIONAL SEMINAR FOR LICENSING BOARDS
There was submitted Agenda Note AN301-2002 informing the Board that Servewise Training (formerly Sips) had organised a series of Regional Seminars to discuss the National Plan for Action on Alcohol.
It was recommended that the Chairman attend the Seminar in Perth on 25th November, 2002 at a cost of 45.
The Board agreed the attendance of the Chairman at the above conference on 25th November, 2002 at a cost of 45.

The Board, having heard from an agent on behalf of the applicant and from an agent on behalf of an objector and taking into account written objections, the Chairman moved refusal of the application on the grounds of location.
As an amendment, Councillor Grant moved that the application be granted.
On a division, there voted for the motion - the Chairman and Councillors Wright, Ward, FitzPatrick and Beattie (5); and for the amendment - Councillors Sturrock, Grant, Dawson and Powrie (4); whereby the motion was carried and the application was refused.
Thereafter, the Chairman moved that in addition to the foregoing there was no demand in the locality for a licensed betting office.
As an amendment, Councillor Grant moved that there was demand in the area.
On a division, there voted for the motion - the Chairman and Councillors FitzPatrick, Beattie and Dawson (4); and for the amendment - Councillors Wright, Sturrock, Ward, Grant and Powrie (5); whereby the amendment was carried that there was demand in the area.
