I HOME FROM HOME PAYMENTS

 

There was submitted Report No 818-2002 by the Director of Social Work on payments made to short break carers who provide adults with short breaks through the Home from Home Scheme.

 

The Committee agreed that payments to Home from Home carers be increased with effect from 1st December, 2002 at the levels indicated in the report.

 

II SUPPORTING PEOPLE INTERIM CONTRACT ARRANGEMENTS

 

On a reference to Article II of the minute of meeting of the Housing Committee of 18th November, 2002, there was submitted Joint Report No 840-2002 by the Director of Housing and the Director of Social Work advising of the proposed interim contract arrangements which were a requirement of the introduction of the Supporting People Programme. The interim contracts would apply to those providers with whom the Council did not currently contract. The existing contract arrangements would be amended to meet the requirements of the Supporting People Programme.

 

The Committee agreed:-

 

(i) that the Council enters into interim contracts with the contractors listed in the report;

 

(ii) that the Director of Social Work and the Director of Housing be remitted to sign these contracts on behalf of the Council; and

 

(iii) that full Supporting People contracts be awarded as a result of the required service reviews.

 

III CHARGING POLICY FOR HOUSING SUPPORT SERVICES

 

On a reference to Article I of the minute of meeting of the Housing Committee of 18th November, 2002, there was submitted Joint Report No 839-2002 by the Director of Social Work and the Director of Housing seeking approval for the implementation of a new charging policy for housing support services.

 

The Committee agreed:-

 

(i) that, current charging for non-residential care policy for Housing Support Services funded by the Supporting People grant be adopted; and

 

(ii) that an additional report identifying chargeable services be brought forward for consideration by the Committee at a later date.

 

IV BALGOWAN AVENUE YOUNG PERSONS UNIT - REPLACEMENT (PARTNERING)

 

There was submitted Joint Report No 666-2002 by the Director of Social Work and the City Architectural Services Officer seeking approval for the replacement of the Balgowan Avenue Young Persons Unit on a site in Strathmore Avenue.

 

The Committee agreed:-

 

(i) that the proposed replacement of Balgowan Avenue Young Persons Unit for a new building on the site in Strathmore Avenue which was currently occupied by Strathmore Cottages at a total cost of 825,000 inclusive of fees be approved; and

 

(ii) that the City Architectural Services Officer be authorised to negotiate a contract not exceeding 720,000 under a partnering arrangement of an appropriate contract and the Director of Support Services in conjunction with the Director of Social Work to issue an acceptance for this contract.

 

V EAST PORT HOUSE - CONVERSION OF GROUND FLOOR CRIMINAL JUSTICE SERVICE

 

There was submitted Joint Report No 823-2002 by the Director of Social Work and the City Architectural Services Officer seeking approval for the conversion of the ground floor of East Port House to provide accommodation for the Criminal Justice Service Group work team.

 

The Committee agreed:-

 

(i) that the conversion of the ground floor of East Port House, King Street at a total cost of 445,900 inclusive of fees be approved; and

 

(ii) that the City Architectural Services Officer be authorised to negotiate a contract with an overall budget of 445,900 under partnering arrangements with an appropriate contractor and the Director of Services in conjunction with the Director of Social Work to accept the offer recommended by the City Architectural Services Officer.
