The Committee authorised the Director to carry out the works should the owners not comply within the time allowed in the Notices.

 

II RECYCLING ADVISORY GROUP SCOTLAND

 

There was submitted Agenda Note AN295-2002 reporting that the Director of Environmental and Consumer Protection in consultation with the Convener and spokesperson from the Major Opposition Group and Minority Opposition Group had, in view of the timescales involved, authorised one member of the Administration to attend a conference entitled "Broadening OUR Horizons: Best Practice for Home and Abroad" in Perth on 13th and 14th November, 2002 at an estimated cost excluding travel and subsistence of 55.

 

III CONTAMINATED LAND STRATEGY

 

There was submitted Agenda Note AN296-2002 reporting that since the completion of the Contaminated Land Strategy, it has been recognised that the Geographic Information System (GIS) and accurate digital data management form an integral component of the project and require significant work to allow the ordered and efficient implementation of the strategy and seeking approval to purchase two licences of ArcGIS and procure the necessary technical support to carry out the installation and software development required to:-

 

?                                             fully realise the potential benefits of the electronic information collated over the past two years by the addition of a reporting module written by the British Geological Survey (BGS) in ArcGIS;

 

?                                             allow the rational, ordered and efficient inspection of the local authority area for the purposes of identifying contaminated land;

 

?                                             to enable seamless interaction with other government Agencies; and

 

?                                             to assist in the prioritisation of inspection of the council area.

 

The Committee agreed that the Director of Environmental and Consumer Protection be authorised to instruct expenditure up to the value of 25,000 to purchase two licences of ArcGIS and procure the necessary technical support to carry out the installation and software development required.

 

IV REMADE SCOTLAND, PHASE II

 

There was submitted Agenda Note AN297-2002 about a request that had been received from COSLA to fund REMADE Scotland, to support the development and strengthen markets for recyclables recovered from waste. This organisation assists Scottish local authorities through the provision of technical events and specialist reports, as required.

 

The Committee agreed to a contribution of 2,000 per annum for the next three years.

 

The Convener agreed that the undernoted item be considered in terms of Standing Order No 52(3)(b) in view of the timescales.

 

V PURCHASE OF AIR QUALITY MONITORS

 

There was submitted Agenda Note AN298-2002 seeking approval for the purchase of three Air Quality Monitors and Enview Software Upgrade as indicated in the offer received from EMC Environment Engineering Ltd to allow the local authority to carry out the second phase of the review and assessment of air quality at locations throughout the city.

The Committee agreed to accept the offer from EMC Environment Engineering Ltd making a total expenditure of 63,527.40 as follows:-
