I SOCIAL INCLUSION PARTNERSHIP 2 - EXTENSION OF PROGRAMME 2002/4 - INITIAL STRATEGYDOCUMENT

 

There was submitted Report No 470-2002 by the Director of Planning and Transportation advising the Committee of the decision by the Scottish Ministers to extend the Social Inclusion Partnership 2 Programme to2002/2004 and seeking approval of the Initial Strategy document.

 

The Committee agreed to:-

 

(i) note the extension of the SIP2 Programme to 2002/2004;

 

(ii) note the areas covered by SIP2 Programme;

 

(iii) note the associated "clusters"; and

 

(iv) approve the Initial Strategy document.

 

II FINALISED TAYSIDE AREA WASTE PLAN

 

On a reference to Article IV of the minute of meeting of the Environmental and Consumer Protection Committee of 21st October 2002 there was submitted Joint Report No 703-2002 by the Director of Environmental and Consumer Protection and the Director of Planning and Transportation advising the Committees of the key provisions of the Draft Finalised Area Waste Plan for Tayside and seeking their agreement to the Plan prior to its submission to the Scottish Executive.

 

The Committee agreed to:-

 

(i) approve the Finalised Area Waste Plan on behalf of Dundee City Council;

 

(ii) reflect the relevant provisions of the Finalised Area Waste Plan in the Dundee Local Plan Review;

 

(iii) commend the Area Waste Plan to the Development Quality Committee as a material consideration when determining relevant planning applications;

(iv) agree in principle to the submission of a joint bid to the Strategic Waste Fund with the other local authority partners to secure funding for a recycling initiative involving the provision of infrastructure for the collection of material suitable for composting;

 

(v) remit the Director of Environmental and Consumer Protection to report back in due course to the Environmental and Consumer Protection Committee with details of the joint bid; and

 

(vi) remit the Director of Environmental and Consumer Protection to bring forward further reports to the Environmental and Consumer Protection Committee detailing arrangements for implementation of the Plan as these are agreed by the Area Waste Group.

 

III DRAFT DEVELOPMENT BRIEF - PARKER STREET, DUNDEE

 

There was submitted Report No 708-2002 by the Director of Planning and Transportation detailing a proposed development brief for a City Council owned site at Parker Street.

 

The Committee agreed to approve the content of the draft development brief and remit the Director of Planning and Transportation to engage in consultations with the local Community Council and other interested parties.

 

IV FINTRY VILLAGE SQUARE, PHASE 2: DRAFT SITEPLANNING BRIEF

 

There was submitted Report No 712-2002 by the Director of Planning and Transportation advising the Committee of the response to the consultation process for the above draft site planning brief with the local community and interested parties.

 

The Committee agreed to:-

 

(i) note the various comments;

 

(ii) amend the brief as appropriate;

 

(iii) support the amended brief as the basis of guidance for development of the site; and

 

(iv) commend the site planning brief to the Development Quality Committee as a material consideration for development control purposes.

 

V ARDLER TRAFFIC CALMING - ADDITIONAL WORKS

 

There was submitted Report No 702-2002 by the Director of Planning and Transportation regarding a proposal to install additional traffic calming measures on Gleneagles Avenue, Ardler.

 

The Committee approved the proposal that a Traffic Regulation Order be promoted for the provision of speed cushions in Gleneagles Avenue and Gleneagles Road as detailed in the report and that consultation be carried out with statutory consultees and residents.

 

VI CITY REGION BOUNDARIES STUDY

 

There was submitted Report No 713-2002 by the Director of Planning and Transportation outlining the provisions of the City Region Boundaries Study commissioned by the Scottish Executive and assessing its potential implications for future strategic planning arrangements in the Dundee City Region.

 

The Committee agreed to endorse the Council's comments on the City Region Boundaries Study outlined in the report and forward these comments to the Scottish Executive for its consideration.

 

VII THE FINALISED PERTH AND KINROSS STRUCTURE PLAN

 

There was submitted Report No 714-2002 by the Director of Planning and Transportation advising the Committee of the publication of the Finalised Perth and Kinross Structure Plan and seeking approval of the formal objections and comments submitted by the Director of Planning and Transportation on behalf of the City Council to Scottish Ministers.

 

The Committee agreed to:-

 

(i) note that the Finalised Perth and Kinross Structure Plan was submitted to Scottish Ministers on 13th September 2002 and that formal objections were invited by 25th October 2002;

 

(ii) note that despite the substantial objections to the proposed new village at Errol submitted in response to the Draft Plan, and the lack of any housing demand justification for this development, the proposal is still retained in the Finalised Structure Plan; and

 

(iii) approve the formal objections made by the Director of Planning and Transportation, in consultation with the Convener of the Planning and Transportation Committee, to Scottish Ministers, specifically in relation to the proposed new village at Errol, and the comments submitted in respect of the possible development of Errol Airfield as a commercial airport.

 

VIII UNIVERSITY OF DUNDEE CAMPUS PLAN

 

This item was deferred.

 

Lord Provost Letford and Councillor Glen declared an interest in this item and took no part in the discussion thereof.

 

IX LONG STAY OFF-STREET CAR PARKS - CHARGES

 

There was submitted Agenda Note AN252-2002 seeking to increase the current charges in long stay car parks for up to four hours from 1.50 to 2.

 

The Committee approved the preparation of the necessary Traffic Regulation Order to effect this change.

 

X PROVISION OF WEATHER FORECAST FOR WINTER MAINTENANCE

 

There was submitted Agenda Note AN253-2002 detailing tenders received in respect of winter maintenance weather forecasting for Angus, Dundee City and Fife.

 

The Committee noted the acceptance of the offer from PA Weathercentre, in the sum of 36,700, the City Council's share of which is 11,050, and agreed to the extension of the contract to 2003/04 subject to a satisfactory service being provided in the current year and no significant developments in other providers' technology.

 

XI NEW ROADS

 

There was submitted Agenda Note AN254-2002 detailing applications for road construction consent.

It was further agreed that, on satisfactory completion of these roads and, if so requested by the applicants, they be entered on the List of Public Roads for the purposes of management and maintenance in terms of the Roads (Scotland) Act 1984.

 

XII DUNDEE CITY COUNCIL (KINGSWAY EAST AND LONGTOWN ROAD, DUNDEE) (PROHIBITION OF DRIVINGAND ONE-WAY TRAFFIC) ORDER 2002

 

Reference was made to Article I of the minute of meeting of the Planning and Transportation Committee of 25th March 2002 wherein the Committee authorised the preparation of an Order to:-

 

(a) improve safety by preventing traffic entering Kingsway East and merging from the right: a suitable alternative route exists via the eastbound carriageway of Kingsway East to the roundabout at Moffat Road thence via the westbound carriageway of Kingsway East; and

 

(b) improve local traffic circulation in the Mid Craigie area by allowing traffic from Longtown Road easy access to Pitairlie Road and the local primary schools.

 

There was submitted Agenda Note AN273-2002 advising that the proposed Order was duly drafted and during the statutory consultation period no adverse comments were received.

 

The Committee therefore authorised formal publication of the Order as drafted.

 

XIII STREET LIGHTING - NEW WHITE LIGHT LANTERN REPLACEMENTS 2002/03 AS PART OF ANEIGHBOURHOOD SAFETY LIGHTING INITIATIVE

 

There was submitted Report No 764-2002 by the Director of Planning and Transportation advising that under the Scheme of Delegated Powers the Director of Planning and Transportation, following consultation with the Convener and the spokespersons from the SNP and Conservative Groups, had approved the replacement of street lighting lanterns in eight areas to new white light lanterns and agreed that orders be issued to Tayside Contracts under the existing Best Value Partnering Agreement at a cost not exceeding 300,000.

 

XIV TENDER RECEIVED BY DIRECTOR OF LEISURE AND ARTS

 

There was submitted Joint Report No 742-2002 by the Director of Planning and Transportation and the Director of Leisure and Arts detailing offers received in respect of the provision of an 11-a-side football pitch at Ardler Village Centre.

 

The Committee agreed to accept the lowest offer from Dundee Contract Services amounting to 28,248.74 to which required to be added allowances for contingencies and professional fees amounting to 3,751,26, making a total expenditure of 32,000.

 

It was reported that the Convener had agreed that the undernoted two items be considered as a matter of urgency in terms of Standing Order 52(3)(b) in view of the timescales involved.

 

XV CONFIRMATION OF TREE PRESERVATION ORDER, 47 ALBERT ROAD, BROUGHTY FERRY

 

There was submitted Agenda Note AN276-2002 advising that on 17th May, 2002 a Provisional Tree Preservation Order was served on the owner of the land at 47 Albert Road, Broughty Ferry, Dundee, to protect the trees at this location from any future development. The Provisional Order requires to be confirmed within six months of this date.

 

The Committee noted the Provisional Tree Preservation Order and agreed to its confirmation.

 

XVI BRITISH URBAN REGENERATION FORUM ANNUAL CONFERENCE IN NEWCASTLE ON 4TH/5TH DECEMBER2002

 

There was submitted Agenda Note AN277-2002 advising that the Director of Planning and Transportation intended to attend the above Conference on the theme of "Results not Rhetoric".

 

The Committee authorised the attendance of the Convener, or his nominee, at a cost of 300, excluding travel and subsistence.
