The minute of meeting of this Committee of 19th August 2002 was held as read.

I SOCIAL INCLUSION PARTNERSHIP I - SMALL GRANTS

 

There was submitted Report No 668-2002 by the Director of Neighbourhood Resources and Development making recommendations for the allocation of small grants under the Social Inclusion Partnership I programme for the financial year 2002/2003.

 

The Committee approved the small grants as detailed in Appendix A of the Report.

 

II SCHEME FOR THE OPERATION OF COMMUNITY COUNCILS

 

Reference was made to Article I of the minute of meeting of this Committee of 10th June, 2002 which approved an amended Scheme for the Operation of Community Councils and remitted the Director of Neighbourhood Resources and Development to organise a period of consultation ending on 23rd July, 2002.

 

There was submitted Agenda Note AN204-2002 advising that, following this period of consultation, a number of suggested amendments had been received and the Scheme had been duly amended to take account of these suggestions. In accordance with the terms of Section 22(2) and (3) of the Local Government etc. (Scotland) Act 1994, there should be a further period of consultation on these changes prior to the Scheme being formally adopted.

 

A version of the draft Scheme showing the proposed amendments would be placed in Neighbourhood Libraries, the Central Library and Neighbourhood Centres throughout the city and an advertisement placed in the Courier.

 

The Committee noted the proposals and approved the extended period of consultation which would close on 1st October, 2002.

 

As a result of this further period of consultation, it was proposed to bring the Scheme for the Operation of Community Councils back for formal adoption on 21st October, 2002. The period for petitioning the establishment of Community Councils would be extended to 16th December, 2002 with elections if required.

 

III DISBURSEMENT OF BOOST FUND

 

There was submitted Report No 669-2002 by the Director of Neighbourhood Resources and Development informing the Committee of the applications awarded from the Boost Fund.

 

The Committee noted the following grants awarded:-

 

Circles around Dundee - 1,200

Alternatives (Dundee Crisis Pregnancy Trust) - 782

Hearing Voices Network - Dundee - 2,000

Dundee Wurzburg Twinning Association - 600

Butterburn/Bucklemaker Tenants' Association - 300

Fintry Youth Project - 1,850

Fibromyalgia Support Group - 1,770

Stobswell Youth Action Group - 950

 

IV LITERACIES ACTION PLAN - ALLOCATION OF RESOURCES 2002/2003

 

There was submitted Report No 670-2002 by the Director of Neighbourhood Resources and Development making recommendations for the allocation of resources to Community Learning Partners in order that they can deliver on the key elements contained in the Literacies Action Plan which was approved by the Scottish Executive in April 2002.

 

The Committee agreed the allocation of Literacies Action Plan Funding 2002/2003 as detailed in Section 6 of the Report.

 

V WIGHTON CENTRE, CENTRAL LIBRARY

 

Reference was made to Article I(b) of the minute of meeting of the Recess Sub-Committee of 16th July, 2001 when approval was given to accept a tender for the works to convert a roof terrace on the fourth floor into an enclosed exhibition/recital area. The proposed works required the consent of the Landlords of the Wellgate Centre, Britel Fund Trustees Limited and a variation of the Lease of the Library to extend it to include the new Centre was also necessary. The draft Development Agreement with the Landlords imposed a number of conditions on the Council regarding the works, including insurance provisions, their approval of the plans and the carrying out of the works, rectification of defects, warranties, time limits, payment of their expenses, etc.

 

There was submitted Agenda Note AN205-2002 advising the Committee that the Director of Neighbourhood Resources and Development, in consultation with the Convener and spokespersons for the Majority and Minority Groups, had authorised the Director of Support Services to conclude the legal formalities in view of the timescales involved.
