The minute of meeting of the Licensing Board of 18th July, 2002 was held as read.

 

I REQUEST FOR PILOT SCHEME

 

There was submitted Agenda Note AN222-2002 informing the Board about the policy review recently undertaken and that the consultation exercise undertaken reinforced the view that consensus amongst the various groups of consultees was virtually impossible to reach. As regards extension of hours beyond 12 midnight in public houses, there was insufficient evidence from the replies to come to the view that the departure from the present policy was warranted.

 

Since the Board's June meeting hotels in Broughty Ferry which currently have an extension to 1 am had embarked upon a campaign to demonstrate demand from their customers to be allowed to retain the extension to 1 am.

 

The culmination of the campaign had been the receipt of a letter from one of the 4 hoteliers requesting that the Board agree to introduce a one year pilot scheme whereby extensions to 1 am would be granted both for public houses and hotels in Broughty Ferry. The results of the pilot would then be analysed and a report prepared to allow the Board to consider whether or not its policy should be amended. Applications would be made in the normal manner and determined on their merits, taking into account any objections which may be received.

 

The Chairman moved that a pilot scheme allowing licensed premises to open to 1 am in the Broughty Ferry area only be agreed and to consider applications and any objections received. The position to be monitored and a report submitted to the Board at the end of the 12 month period.

 

As an amendment Councillor Ward moved that the status quo be maintained, ie do not agree to run a pilot in any area.

 

On a division there voted for the motion the Chairman and Councillors Fitzpatrick and Beattie (3); and for the amendment Councillors Wright, Ward, Grant, Dawson, Mackie and Powrie (6), whereupon the amendment was carried.
