II CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - SECTION 87(1) BUILDINGS IN NEED OF REPAIR

 

The Director of Environmental and Consumer Protection reported that notices had been served on the owners of the undernoted property requiring works to be carried out.

IV PURCHASE OF A HIGH PRESSURE LIQUID CHROMATOGRAPHY SYSTEM

 

There was submitted Report No. 739-2000 by the Director of Environmental and Consumer Protection seeking approval for Scientific Services to purchase a High Pressure Liquid Chromatography system.

 

The Committee agreed that the offer from Agilent Technologies UK Ltd in the sum of 27,104.94, be accepted.

 

V DEPARTMENT OF TRADE AND INDUSTRY MATCH FUNDING BID - MOTOR VEHICLE SERVICING UNIT

 

Reference was made to Article III of the minute of meeting of this Committee of 21st August, 2000, informing the Committee of the successful bid for 75,000 of match funding from the Department of Trade and Industry to set up a motor vehicle servicing unit, to tackle problems associated with this trade sector. The Committee noted that Dundee was the Lead Authority for the administration of this project, which would operate across the whole of Scotland.

 

In order to operate this project, a number of second hand vehicles will have to be purchased to allow tests to be undertaken of garage servicing etc. Due to the special nature of this project the vehicles will be purchases through the trade, or at auction, and may be resold or reregistered after quite a short period.

 

The Committee therefore agreed to authorise the Director of Environmental and Consumer Protection to purchase such vehicles outwith normal tender procedures, subject to the total expenditure not exceeding 18,000 and the expenditure on any one vehicle not exceeding 4,000, and to dispense with the requirement to report to Committee on the vehicles purchased.

 

VI THE CLEAN AIR ACT 1993 - NCR (FINANCIAL SYSTEMS DIVISION), MYREKIRK ROAD, DUNDEE

 

There was submitted Report No. 732-2000 by the Director of Environmental and Consumer Protection seeking approval for chimney height and exemption from the requirement to fit arrestment plant for grit and dust.

 

The Committee agreed to grant chimney height approval for NCR (Financial Systems Division), Block 2, Craigowl Road, Dundee, at a height of no less than 8m above ground level, and approved the application for exemption from the requirement to fit arrestment plan for grit and dust.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public be excluded from the meeting for the undernoted item of business on the grounds that it may lead to the disclosure of exempt information as defined in Paragraph 3 of Part 1 of Schedule 7A of the Act.

 

VII ENVIRONMENTAL PROTECTION ACT 1990, SECTION 80

 

The Committee noted that following a complaint from a resident in the Sibbald Street area of the City, the Director of Environmental and Consumer Protection, in consultation with the Convener and the spokespersons of the Majority and Minority Groups, approved the issue of a Noise Abatement Notice in respect of a household alarm at 2 Sibbald Street.
