I DUNDEE AREA WAITING RESTRICTIONS VARIATION
There was submitted Report No 616-2001 by the Director of Planning and Transportation dealing with all requests received during the past year for additions and alterations to waiting restrictions throughout the City.
The Committee approved the preparation of a Traffic Regulation Variation Order to effect the changes to the waiting restrictions in the relevant Traffic Regulation Orders for Dundee.
II DUNDEE CITY COUNCIL (BRIDGEND STREET, BUICK PLACE AND HAPPYHILLOCK ROAD, DUNDEE)(STOPPING-UP) ORDER 2001
Reference was made to made to Article XII of the minute of meeting of this Committee of 25th June 2001 wherein it was agreed to stop-up the sections of roads and footpaths at Bridgend Street, Buick Place and Happyhillock Road to allow environmental improvement works to be carried out.
It was reported that the Order was duly prepared and advertised in the Dundee Courier and Advertiser and The Edinburgh Gazette and the relevant statutory undertakers consulted, and no objections were received.
The Committee confirmed the Stopping-Up Order and authorised formal publication of the confirmation, after which the Order would become operative.
III DUNDEE CITY COUNCIL (RIVERSIDE DRIVE, DUNDEE) (VARIATION OF CLEARWAY) ORDER 2001
Reference was made to Article IX of the minute of meeting of this Committee of 26th February 2001 which authorised the preparation of an Order to facilitate the free flow of traffic on a main arterial route to the city which had speed limits of 40 and 50 mph.
It was reported that the proposed Order was duly drafted and during the statutory consultation period no adverse comments were received. The Order was advertised and there were no objections.
The Committee agreed to make the Order as advertised.
IV DRUMLANRIG DRIVE FOOTPATH - STOPPING-UP ORDER
Reference was made to Article XII of the minute of meeting of this Committee of 24th April 2000 wherein authority for the preparation of a Stopping-Up Order under the powers of the Town and Country Planning (Scotland) Act 1997 was granted to allow development to proceed on derelict land on which the footpath was located.
It was reported for information that since then, an alteration to the planning consent (D24425) was made under delegated powers which negated the necessity to stop-up the footpath and no more action arising from this planning consent in relation to stopping-up the footpath was therefore required.
The Committee noted accordingly.
V ALBERT STREET AND NORTH EAST CORRIDOR
There was submitted Report No 660-2001 by the Director of Planning and Transportation advising the Committee of the progress of the works on the North East Arterial Corridor.
The Committee approved the proposals contained in the report and the preparation of the appropriate Traffic Regulation Orders.
VI CYCLE LANE PROVISION - ARBROATH ROAD
There was submitted Joint Report No 606-2001 by the Director of Planning and Transportation and the Director of Leisure and Arts outlining the opportunities and need for cycle facilities on Arbroath Road and Craigie Avenue.
The Committee approved the proposal to develop the cycle facilities at this location and the preparation of the Traffic Regulation Orders necessary to create the facility.
In addition, it was remitted to the Director of Planning and Transportation to write to the Port Authority seeking their support to secure an official cycle route at the Waterfront, through the Port of Dundee.
VII CITY CENTRE FACADE ENHANCEMENT GRANT SCHEME
After considering Report No 632-2001 by the Director of Planning and Transportation relative to the above, the Committee agreed to award a grant of 6,000 for the works proposed at 12 Exchange Street.
VIII ALBERT SQUARE ENVIRONMENTAL IMPROVEMENT - CONSULTANT'S DESIGN BRIEF
There was submitted Report No 324-2001 by the Director of Planning and Transportation seeking the approval of the consultant's design brief for the environmental improvement of Albert Square.
The Committee:-
(i) approved the consultant's design brief;
(ii) remitted to the Director of Planning and Transportation to issue the brief to selected consultants;
(iii) remitted to the Director of Planning and Transportation to issue the brief to Albert Square frontagers for their information; and
(iv) remitted to the Director of Planning and Transportation to report back to Committee the findings of the study.
IX WEST PORT DEVELOPMENT BRIEF - CONSULTATION REVIEW
Reference was made to Article IX of the minute of meeting of this Committee of 27th August, 2001.
It was reported that, following the consultation process involving thirteen consultees, one consultee had responded. Acting as agent for the owner of the adjoining properties, the consultee expressing the desire to create an open space on the site to serve as an entrance court to their schematic development proposals of the Tay Works to the Marketgait and to East Henderson?s Wynd. The parameters of the brief do not inhibit such a solution and the formation of a plaza was suggested, though the brief is specifically directed to the aim of achieving a prominent building of high quality to define the West Port.
Following the consultation process, the brief had been amended by removing the suggested floor space areas achievable as this was perceived as being too prescriptive a design parameter. The brief retained the aspiration to secure a landmark building that would complement the surroundings listed and contemporary buildings in quality and use.
The Committee approved accordingly.
X DRAFT PUBLIC ART STRATEGY
There was submitted Report No 533-2001 by the Director of Planning and Transportation setting out a draft Public Arts Strategy.
The Committee approved the draft Public Arts Strategy and agreed to consult with the Scottish Arts Council, Dundee Public Art Programme, Dundee Civic Trust and Community Councils. It was noted that the results of this consultation would be reported back to Committee with the strategy for final approval at its meeting in February 2002.
XI DUNDEE LOCAL PLAN REVIEW - ISSUES PAPER AND CONSULTATION ARRANGEMENTS
There was submitted Report No 657-2001 by the Director of Planning and Transportation updating the Committee on the arrangements for public involvement.
The Committee:-
(i) noted that work on the Dundee Local Plan Review had commenced;
(ii) approved the Issues Paper appended to the report as a basis for stimulating discussion and informing debate as an important means of securing public involvement in the Local Plan Review process;
(iii) remitted to the Director of Planning and Transportation to circulate the Issues Paper widely amongst those with an interest in the Dundee Local Plan Review; and
(iv) approved the revised consultation arrangements and specifically the proposal to prepare a Consultation Draft Local Plan.
XII NATIONAL WASTE STRATEGY
On a reference to Article III of the minute of meeting of the Environmental and Consumer Protection Committee of 15th October 2001 there was submitted Joint Report No 683-2001 by the Director of Environmental and Consumer Protection and the Director of Planning and Transportation detailing the three options identified to date in the Area Waste Plan process.
The Committee noted the three options contained in Appendices 1 to 3 for inclusion in an Options Paper to be prepared by the Tayside Area Waste Group.

There was submitted Report No 688-2001 by the City Engineer detailing offers received for the above work.
The Committee agreed to accept the lowest offer received being that from Central Demolition amounting to 65,050 together with the undernoted allowances:-
