I MINUTE OF MEETING OF SCHOOL ATTENDANCE SUB-COMMITTEE OF 5TH JUNE, 2002

 

The minutes of the above meeting (Appendix I) were submitted for information.

 

II MINUTE OF MEETING OF DISMISSAL OF TEACHERS SUB-COMMITTEE OF 13TH MAY, 2002

 

The minutes of the above meeting (Appendix II) were submitted for information.

 

III H M INSPECTORATE OF EDUCATION - INSPECTION OF STANDARDS AND QUALITY REPORT FORBALDRAGON ACADEMY

 

There was submitted and noted the report of H M Inspectorate of Education on Baldragon Academy.

 

IV TENDERS RECEIVED - CITY ENGINEER

 

There was submitted Report No. 538-2002 by the City Engineer detailing tenders received and requesting a decision thereon.

 

(i) EDUCATION DEPARTMENT STRUCTURAL REPAIRS 2002/2003 - CONTRACT 1

 

The Committee agreed to accept the lowest offer from Concrete Repairs Ltd for structural repairs to Education Department properties during 2002/2003 for the sum of 47,964.26 together with allowances of 14,035.74, giving a total of 62,000.

 

(ii) EDUCATION DEPARTMENT STRUCTURAL REPAIRS 2002/2003 - CONTRACT 2

 

The Committee agreed to accept the lowest offer received from Castle Contracting Ltd for structural repairs to Education Department properties during 2002/2003 for the sum of 36,101 together with allowances of 11,399, giving a total of 47,500.

 

V TENDERS RECEIVED - CITY ARCHITECTURAL SERVICES OFFICER

 

There was submitted Report No. 512-2002 by the City Architectural Services Officer detailing tenders received and requesting a decision thereon.

 

(i) DENS ROAD NURSERY SCHOOL - REPLACEMENT WINDOWS

 

The Committee agreed acceptance of the negotiated offer from Dundee Contrtact Services for replacement windows at Dens Road Primary School for the sum of 9,060 together with allowances of 1,359, giving a total of 10,419.

 

(ii) KINGSPARK SCHOOL - ALTERATIONS TO PRIMARY WINGS

 

The Committee agreed acceptance of the schedule of rates offer from Dundee Contract Services for alterations to the primary wings at Kingspark School for the sum of 37,000 together with allowances of 6,040, giving a total of 43,040.

 

(iii)ST NINIANS PRIMARY SCHOOL - TIMBER REMEDIAL WORK AND EXTERNAL REPAINT

 

The Committee agreed to accept the negotiated offer from Dundee Contract Services for timber remedial work and external repaint at St Ninians Primary School for the sum of 30,000 together with allowances of 5,000, giving a total of 35,000.

 

(iv) CRAIGIEBARNS PRIMARY SCHOOL - RENEWAL OF ROOF COVERINGS

 

The Committee agreed acceptance of the negotiated offer from Dundee Contract Services for the renewal of roof coverings at Craigiebarns Primary School for the sum of 82,688.24 together with allowances of 13,250, giving a total of 95,938.24.

 

(v) EASTERN PRIMARY SCHOOL - EXTERNAL PAINT

 

The Committee agreed acceptance of the lowest offer from Angus Decorating Co Ltd, Arbroath for external painting at Eastern Primary School for the sum of 16,691.70 together with allowances of 2,802, giving a total of 19,493.70.

 

(vi) ST MARY'S PRIMARY SCHOOL - RE-ROOFING

 

The Committee agreed acceptance of the lowest offer from Tay Roofing Service Ltd, Dundee for re-roofing St Mary's Primary School for the sum of 44,524.75 together with allowances of 7,198, giving a total of 51,722.75.

 

(vii) CHARLESTON PRIMARY SCHOOL - RENEWAL OF ROOF COVERINGS

 

The Committee agreed acceptance of the negotiated offer from Dundee Contract Services for renewal of roof coverings at Charleston Primary School for the sum of 40,358.78 together with allowances of 6,536, giving a total of 46,894.78.

 

(viii)SS PETER AND PAUL PRIMARY SCHOOL - REPAIRS AND REPAINTING OF EAST ELEVATION

 

The Committee agreed acceptance of the schedule of rates offer from Dundee Contract Services for repairs and repainting of the east elevation of SS Peter and Paul Primary School for the sum of 12,750 together with allowances of 2,210, giving a total of 14,960.

 

VI PROVISION OF SUMMER CHILDCARE IN NURSERY SCHOOLS

 

There was submitted Report No. 543-2002 by the Director of Education seeking approval to provide summer childcare provision in nursery schools.

 

The Committee agreed to note and approve the contents of the report and:-

 

(i)agreed in principle the provision of summer childcare provision in those nurseries where there is a demand as outlined in the report; and

 

(ii)remitted the Director of Personnel and Management Services to liaise with the Director of Education to make staffing arrangements for the summer childcare provision.

 

VII GRANT AID TO PROMOTE SPORTING AND PHYSICAL ACTIVITY IN OUT OF SCHOOL CARE CLUBS

 

There was submitted Report No. 542-2002 by the Director of Education and Director of Leisure and Arts seeking approval to develop the pilot initiative which ran from August 2001 to June 2002 which was set up to improve provision of sports development activities within all Out of School Care Clubs in Dundee.

 

The Committee agreed to the project as outlined in the report and:-

 

(i)approved funding of 43,400 for the establishment of a fixed term sports co-ordinator post to be located in the Leisure and Arts Department; and

 

(ii)remitted the Director of Education and the Director of Leisure and Arts to liaise with the Director of Personnel and Management Services in order to establish a temporary post of Sports Co-ordinator.

 

VIII PARENTAL SURVEY 2001

 

There was submitted Report No. 545-2002 by the Director of Education informing the Committee of the results of the first Citywide survey of parental opinion carried out in Dundee's schools.

 

The Committee agreed to:-

 

(i) note the contents of the report;

 

(ii)instruct the Director of Education to communicate the results of the Citywide parental survey to all educational establishments, congratulating them on the positive results obtained; and

 

(iii)instruct the Director of Education to carry out a second Citywide parental satisfaction survey during the school year 2003-2004, and report the results to the Education Committee.

 

IX MORGAN ACADEMY REINSTATEMENT - APPOINTMENT OF CONTRACTOR

 

There was submitted Agenda Note AN105-2002 referring to the minute of meeting of the Education Committee of 20th May, 2002 when Mansell plc were approved as the partnership contractor for the rebuilding of Morgan Academy. The Committee was asked to note that the acceptance had been issued to Hall & Tawse Limited, the legally registered name of the company in Scotland although they trade under the name of Mansell.

 

The Committee noted accordingly.

 

X ADES - COSLA CONFERENCE - NATIONAL DEBATE ON EDUCATION

 

There was submitted Agenda Note AN118-2002 reporting that ADES - COSLA were organising the above conference on 21st June, 2002 in Glasgow at an estimated cost, excluding travel and subsistence of 105 per delegate.

 

The Committee authorised the attendance of the Convener or nominee and one member of the Major Opposition Group.
