I PATHS FOR ALL INITIATIVE - IMPROVEMENTS TO CYCLEWAY NETWORK 2001

 

On a reference to Article VI of the minute of meeting of the Planning and Transportation Committee of 29th October, 2001 the Director of Planning and Transportation reported that proposals had been prepared for the undernoted three sites as part of the Paths for All Initiative:-

 

(a)

Arbroath Road - section between Princes Street and Craigie Avenue.

Old Glamis Road - link between Balgowan Road and Green Circular.

 

- 19,000

 

(c)

 

Invergowrie link - link under A90 from Green Circular to countryside route.

 

- 29,000

 

(d)

 

Installation of cycle parking stands and people counters.

 

- 8,000

 

(e)

 

Interpretation and Signage.

 

- 2,000

 

The Committee noted contributions from funders as listed below:-

The Committee agreed to accept the lowest offer received under the Unit Rates Contract by Ennstone Thistle Limited amounting to 52,489.03 to which required to be added allowances for the installation of cycle stands and people counters of 8,000 and for interpretation and signage of 2,000 which, together with allowances for professional fees and contingencies of 13,410.97, brought the overall expenditure to 75,900.

II BROUGHTY FERRY ANIMAL EXCLUSION ZONE

 

The Director of Leisure and Parks and the Director of Environmental and Consumer Protection submitted Joint Report No. 124-2002 considering the outcome of consultation relating to the proposed extension to the Animal Exclusion Zone at Broughty Ferry beach and seeking approval for additional signage for the beach and adjacent parks.

 

The Committee;

 

(a)Agreed that the Animal Exclusion Zone be not extended to the entire beach but be confined to the existing zone.

 

(b)Agreed that the Exclusion Zone be operative on a seasonal basis from 1st May to 30th September annually.

 

(c)Remitted to the Department's Park Rangers and the Environmental and Consumer Protection Department's Animal Control Officers to continue to monitor and enforce management rules.

 

(d)Agreed to accept the offer received from T R L Signs, Hamilton for additional beach signage at 2,762.28.

 

(e)Agreed to the beach being considered an area where owners may not permit a dog to foul, in terms of Section 48(2) of the Civic Government (Scotland) Act, 1982.

 

III BALGAY HILL - APPLICATION FOR USE

 

The Director of Leisure and Parks reported that a request had been received from Balgay Parish Church for permission to use the area of ground at Balgay Hill for an Easter morning service on Easter Sunday, 31st March, 2002 from 8.00 a.m. to 8.30 a.m.

 

The Committee agreed that permission be granted for the use of the area subject to the necessary insurances indemnifying the Council against damage to property, injury or loss of life etc to members of the public and in addition, any services being provided by the Department being paid for by the applicant.

 

IV RIVERSIDE PARK - APPLICATION TO HOLD CARNIVALS

 

The Director of Leisure and Parks reported that a request had been received from John Evans, Funfair for consent to operate a carnival between 1st and 15th July, 2002 inclusive at Riverside Park.

 

The Committee agreed that permission be granted and remitted to the Director of Economic Development to negotiate a licence fee, subject to the Council's normal conditions, which included the closing down of the carnival operations each evening by 9.30 p.m.

 

V TENDERS RECEIVED

 

The City Architectural Services Officer submitted Report No. 110-2002 giving details of offers received to carry out the mains and distribution upgrade at the Lochee Swimming and Leisure Centre.

 

The Committee agreed to accept the lowest offer by Xm Services Limited amounting to 22,245.31 to which required to be added allowances of 5,116 for electric connection charges and 4,612 for professional services making a total expenditure of 31,973.31.

 

The Committee also noted that Xm Services Limited had listed E & W Sturrock and Son Limited as the sub-contractor for builder, joiner and painterwork.

 

VI DUNDEE PLAY AREA REPORT PHASE 2 - CAMPERDOWN PLAY COMPLEX PHASE 1

 

On a reference to Article IV of the minute of meeting of this Committee of 20th November, 2000 the Director of Leisure and Parks submitted Report No. 123-2002 seeking approval for the purchase of play equipment for Camperdown Play Complex and digital surveying as part of Phase 2 playground report.

 

The Committee agreed to accept the offer of 24,415 from Kompan Limited, Milton Keynes, the specialist supplier, for the supply of specialist play equipment and the lower offer of 550 from Douglas Land Surveys, Fife for the digital survey.

 

VII DISC - REPLACEMENT OF HOCKEY BACKBOARDS ON OUTDOOR COURTS

 

The Committee agreed to accept the offer from the specialist contractor, Hunter Construction (Aberdeen) Limited for the supply and erection of 50 linear metres of aluminium/synthetic grass backboards at the above Centre for 4,250.

 

VIII DICK McTAGGART CENTRE/DUDHOPE ART CENTRE - PROPOSED EXTENSION TO LEASE TO DUNDEE COLLEGE

 

On a reference to Article VI of the minute of meeting of this Committee of 17th April, 2000 and Article V of the minute of meeting of the Arts and Heritage Committee of 18th August, 1997, the Director of Leisure and Parks reported that it had been agreed to extend the above two leases to 1st September, 2003 in respect of the Dudhope Arts Centre and 30th June, 2003 in respect of the McTaggart Centre.

 

The Committee remitted to the appropriate officers to liaise with Dundee College in order to agree the principles of longer term arrangements which would be brought back to this Committee for consideration.

 

IX GARDEN MAINTENANCE SCHEME - REVIEW

 

On a reference to Article 1 of the Best Value Sub-Committee of the Policy and Resources Committee of 26th April, 2001, the Director of Leisure and Parks and the Director of Dundee Contract Services submitted Joint Report No. 97-2002 reviewing the operation of the Council's Garden Maintenance Scheme and considering revised criteria.

 

The Committee;

 

(a) Approved the operational changes as undernoted:-

 

(i)the use of large ride on mowers where appropriate

 

(ii)increase the number of teams from 9 to 10

 

(iii)delivery of the service to be carried out by Dundee Contract Services from 1st April, 2002

 

(b) Approved the amendments to eligibility criteria as follows:-

 

(i)the minimum age requirement for new applicants be raised to 70. Current recipients aged 65 to 70 will continue to receive the scheme

 

(ii)new recipients under the age of 70 will require to provide evidence that they are unable to maintain their gardens on a permanent basis

 

(iii)applicants will not be entitled to the scheme where anyone living in the home is 16 years or over and is capable of maintaining the garden.
