In addition, it was also agreed that on satisfactory completion of these roads and if so requested by the applicants, they be entered on the list of Public Roads for the purposes of management and maintenance in terms of the Roads (Scotland) Act 1984.

 

III ATTENDANCE AT PLANNING EVENT IN CAEN, FRANCE

 

It was reported that an event was being planned in Caen for 2002 as a follow up to Wurzburg 2000 which brought together young people from various twin cities and that Stephen Page from the Planning and Transportation Department was involved in a supporting role with a group of young people who would attend the event in 2002 through his voluntary work with the Duke of Edinburgh Award Scheme.

 

It was therefore felt appropriate for him to attend the organisational meeting in Caen between 11th and 15th May, 2001. It was noted that he required two days leave from work to attend the event in addition to the two days of his own time and the expenses for the attendance at the event were met by the organisers.

 

The Committee approved accordingly.

 

IV CITY CENTRE FACADES ENHANCEMENT GRANT SCHEME

 

After considering Report No. 273-2001 by the Director of Planning and Transportation the Committee awarded the undernoted grants.

V COMMUNITY REGENERATION ENVIRONMENTAL BUDGET

 

After considering Report No. 204-2001 by the Director of Planning and Transportation relative to the above subject the Committee approved the Community Regeneration budget as set out in Appendix 1 of the report.

 

VI AMBASSADOR ROUTES STRATEGY 2001/2002 BUDGET

 

There was submitted Report No. 211-2001 by the Director of Planning and Transportation seeking approval of the Ambassador Routes Strategy Budget for 2001/2002.

 

The Committee approved the undernoted budget as the Council's contribution to the Ambassador Routes Strategy.

 

(a) Allocate 30,000 towards Claypotts Phase 2

(b) Allocate 30,000 towards Car Park Visitor Information Signs

(c) Allocate 32,000 towards City Centre Signs

(d) Allocate 8,000 to pay for Esplanade Phase 3 retention monies

 

VII ARDLER NEW HOUSING PARTNERSHIP - MACALPINE ROAD ENVIRONMENTAL IMPROVEMENTS

 

There was submitted Report No. 272-2001 by the Director of Planning and Transportation advising the Committee of the discussions being progressed with the owners and tenants of the Macalpine Road district shopping centre, advising the Committee of the proposed environmental improvement scheme to improve this facility and seeking authority to progress with the proposal and to purchase an area of land required for road alignment purposes.

 

The Committee approved the undernoted recommendations.

 

(a) to bring forward a planning application for environmental improvements;

 

(b) the acquisition of land north of Americanmuir Road for the purpose of road realignment

 

VIII MAGDALEN GREEN AND NINEWELLS BRIDGES WEIGHT LIMITS

 

There was submitted Report No. 241-2001 by the Director of Planning and Transportation seeking approval to promote a Traffic Regulation Order in order to impose more stringent weight limits on Magdalen Green and Ninewells Rail Bridges following their assessment.

 

The Committee agreed that a permanent Traffic Regulation Order be prepared to reduce the maximum gross weight restrictions on Magdalen Green Bridge and Ninewells Railway Bridge to 3 tonnes from the current 17 and 25 tonnes respectively.

 

IX MELFORT PLACE (TROTTICK, MAINS AND CLAVERHOUSE COURTS DEMOLITION) CONSEQUENTIAL STOPPING-UP

 

There was submitted Report No. 248-2001 by the Director of Planning and Transportation intimating that as a result of the proposed demolition of housing it was recommended that a Stopping-Up Order be prepared for those lengths of Melfort Place which serviced Trottick, Mains and Claverhouse Courts as they were no longer necessary.

 

The Committee approved the preparation of an Order under the powers of the Road (Scotland) Act 1984 to stop up lengths of the roads and footpaths in Melfort Place and to delete them from the list of public roads where applicable.

 

X A92 UPGRADE - ACQUISITION OF LAND IN SCOTTISH EXECUTIVE OWNERSHIP

 

It was reported that in 1999 Dundee City Council agreed the promotion in conjunction with Angus Council of the Dundee City Council (A92 Dundee-Arbroath Dualling) Compulsory Purchase Order 1999 and under this Order agreement had been reached with the Scottish Executive to acquire the following areas.

The figures had been agreed with Lickley Proctor and Burnett, Chartered Surveyors who had been retained as agents on behalf of Angus and Dundee City Councils for this project.

 

The Committee approved the payments shown to the Scottish Executive, it being noted that the expenditure would be met by Angus Council under the agreed indemnity arrangements for this project.

 

XI DUNDEE CITY COUNCIL (CITY QUAY AREA) (20 MPH SPEED LIMIT ZONE) ORDER 2001

 

Reference was made to Article V of the minute of meeting of this Committee of 14th July, 2000 which instructed and authorised the preparation of an Order to improve safety by limiting speed to 20 mph in conjunction with traffic calming measures in an area where it was difficult to physically protect the vehicles adjacent to the dock.

 

It was reported that the proposed Order was duly drafted and during the statutory consultation period no adverse comments were received. The Order was duly advertised and there were no objections.

 

The Committee agreed to make the Order as advertised.

 

XII DUNDEE CITY COUNCIL (CITY QUAY AREA) (ONE-WAY TRAFFIC) ORDER 2001

 

Reference was made to Article V of the minute of meeting of this Committee of 14th July, 2000 which instructed and authorised the preparation of an Order to formalise the existing entry and egress arrangements into the City Quay development.

 

It was intimated that the proposed Order was duly drafted and during the statutory consultation period no adverse comments were received. The Order was duly advertised and there were no objections.

 

The Committee agreed to make the Order as advertised.

 

XIII DUNDEE CITY COUNCIL (ROSEMOUNT ROAD AND TURNBERRY AVENUE, DUNDEE) (STOPPING-UP OF ROADS AND FOOTPATHS) (NO 1) ORDER 2000

 

Reference was made to Article VIII of the minute of meeting of this Committee of 24th April, 2000 wherein it was agreed to stop up sections of road and footpaths in Rosemount Road and Turnberry Avenue to allow for the redevelopment of Ardler Housing Estate.

 

It was intimated that the Order was duly prepared and advertised in the Dundee Courier & Advertiser and the relevant statutory undertakers were consulted. One objection was received and was later withdrawn.

 

The Committee agreed to confirm the Stopping-Up Order and authorise formal publication of the confirmation after which the Order would become operative.

 

XIV DUNDEE CITY COUNCIL (OFF-STREET CAR PARKS) (VARIATION) ORDER 2001

 

Reference was made to Article VI of the minute of meeting of this Committee of 28th February, 2000 which instructed and authorised the preparation of an Order to include Seabraes Car Park in the Off Street Car Parks Order for the purpose of control and charging.

 

It was intimated that the proposed Order was duly drafted and during the statutory consultation period no adverse comments were received.

 

The Committee agreed to authorise publication of the Order as drafted.

 

XV DUNDEE CITY COUNCIL (EUCLID STREET DUNDEE) (BUS STANCE AND PROHIBITION OF WAITING) ORDER 2002

 

Reference was made to Article IX of the minute of meeting of this Committee of 30th October, 2000 which instructed and authorised the preparation of an Order to provide a facility in the city centre for tour operators to uplift and set down passengers following the removal of a similar facility in North Lindsay Street.

 

It was intimated that the proposed Order was duly drafted and during the statutory consultation period no adverse comments were received.

 

The Committee agreed to authorise publication of the Order as drafted.

 

XVI DUNDEE CITY COUNCIL (VARIATION OF WAITING RESTRICTIONS) ORDER 2001

 

Reference was made to Article XIV of the minute of meeting of this Committee of 24th January, 2000 which instructed and authorised the preparation of an Order introducing further measures to vary the provisions of numerous existing Waiting Restrictions Orders affecting Dundee.

 

It was intimated that the proposal was duly drafted and during the statutory consultation period no adverse comments were received. The Order was duly advertised and two objections were received, one of which was later withdrawn. David and Elspeth Morrison had maintained their objection. The objection related to the advisory white marking on a neighbouring business premise which extended across the adjacent residential driveway and the Director of Planning and Transportation had indicated that this was normal practice when imposing waiting restrictions.

 

The Committee agreed to make the Order as advertised.

 

XVII DUNDEE CITY COUNCIL (TOM JOHNSTONE ROAD, DUNDEE) (STOPPING-UP) ORDER 2000

 

Reference was made to Article VII of the minute of meeting of this Committee of 4th December, 2000 which permitted the development and construction of a supermarket and the building of a new access road.

 

It was intimated that the Order was duly prepared and advertised in the Dundee Courier & Advertiser and the Edinburgh Gazette and the relevant statutory undertakers were consulted. No objections were received.

 

The Committee authorised and confirmed the Stopping-Up Order and authorised formal publication of the confirmation after which the Order would become operative.

 

The Convener agreed that the undernoted item be considered as a matter of urgency in terms of Standing Order No. 51(3)(b) in view of the timescales involved.

 

XVIII TRAFFIC MANAGEMENT STUDY - PERTH ROAD/SINDERINS

 

It was remitted to the Director of Planning and Transportation to submit a traffic management study on the Perth Road/Sinderins area to this Committee before the end of the year.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public and press be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part 1 of Schedule 7(A) of the Act.

 

XIX REDEVELOPMENT OF SHOPPING PRECINCT AT TURNBERRY AVENUE - COMPENSATION - 673 TURNBERRY AVENUE

 

Reference was made to Article VII of the minute of meeting of this Committee of 25th September, 2000 wherein the Committee was advised that the Compulsory Purchase Order covering the shopping precinct and the owner occupier flats above had been confirmed by the Scottish Ministers.

 

It was reported that a General Vesting date was made and the properties affected vested in the Council on 30th November, 2000.

 

In view of the urgency of settling the compensation claim in respect of the dwelling at 673 Turnberry Avenue, Dundee, the Director of Planning and Transportation in consultation with the Convener of this Committee and the spokespersons from the Major and Minor Opposition Groups had approved the compensation claim, together with the statutory home loss payment and the claimants reasonable legal expenses.

 

The Committee noted accordingly.
