I TAYSIDE LOCAL LABOUR INITIATIVE

 

The Director of Economic Development submitted Report No.378-2000 advising the Committee on the development of a Local Labour Initiative (LLI) to cover the Tayside Area and seeking approval of a contribution to the Revenue Funding of the LLI.

 

The Committee:-

 

(a)approved funding of Dundee City Council's contributions to the Local Labour Initiative for an initial period of three years; and

 

(b)agreed to the participation of an appropriate officer on the Management Group of the LLI.

 

II TENDERS RECEIVED

 

(a) REPORT BY CITY ENGINEER

 

Caird Ashton Works - Demolitions

 

There was submitted Report No. 193-2000.

 

The Committee agreed to accept the lowest offer by J R Masterton & Son (Demolitions) Ltd amounting to 56,148, to which required to be added tipping charges of 3,910, professional fees of 6,100 and contingency allowances of 6,000, making a total expenditure of 72,158.

 

The Committee also noted that J R Masteron & Son (Demolitions) Ltd had listed Hi-Clad Roofing, Glasgow as a sub-contractor.

 

(b) REPORT BY CITY ARCHITECTURAL SERVICES OFFICER

 

(i) Security of Properties 2000-2003 (3 Years) for Economic Development

 

There was submitted Report No. 179-2000.

 

The Committee agreed to accept the lowest offer by Profile Security Services Ltd amounting to 412,712.04, to which required to be added professional services of 9,000, making a total expenditure of 421,712.04.

 

(ii) Manned Guarding Council HQ Complex - 2000-2003

 

There was submitted Report No. 413-2000.

 

The Committee agreed to accept the lowest offer by Securitay, amounting to 72,940, to which required to be added allowances of 4,000 for professional services, making a total expenditure of 76,940.40.

 

III DERWENT ARMS, DERWENT AVENUE - DEMOLITION - OFFICERS' APPROVAL

 

There was submitted Report No. 436-2000.

 

It was reported for the information of the Committee that, after consultation with the Convener and the appropriate spokespersons of the Opposition Groups, the City Engineer and the Director of Economic Development had approved the acceptance of an offer of 9,175 from Safedem Ltd for demolition works, together with and additional allowance of 7,825 to cover landscaping, disposal of professional fees and contingencies, making a total expenditure of 17,000.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act, 1973 that the public and press be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7(A) of the Act.

 

IV COMMERCIAL LEASES

 

There was submitted Report No.375-2000 by the Director of Economic Development detailing Commercial Leases in respect of the undernoted premises:-

(b) UNIT 5, PEDDIE STREET

 

On a reference to Article IV of the minute of meeting of this Committee of 17th April, 2000, the Committee agreed to suspend Standing Order 38 to allow the effective date be changed to 28th March, 2000.

 

V RENT REVIEWS

 

There was submitted and approved Report No.376-2000 by the Director of Economic Development detailing the review of rents in respect of the undernoted premises:-

VI THE BUSINESS SHOP - DUNDEE LIMITED

 

The Director of Economic Development submitted Report No.377-2000 informing the Committee of the progress achieved by The Business Shop - Dundee Limited, in its fourth year of operation to date and indicating the performance targets for the next two years (2000/20001 to 2001/20002).

 

The Committee noted the progress made by The Business Shop - Dundee Limited and agreed further contribution from the Council for the financial year 2000/2001 as detailed in the report and that the necessary Addendum to the members' Agreement and Minute of Extension to the Service Level Agreement be entered into.

 

VII SALE OF VARIOUS CITY COUNCIL OWNED SITES AND PROPERTIES

 

The Director of Economic Development reported that three Council owned properties and sites had been recently advertised for sale and invitations to tender issued to interested parties. The Director recommended that the highest offer for each of the sites detailed be accepted but should negotiations be unsuccessful, the next highest offer be accepted until the successful completion of negotiations.

 

The Committee agreed to the recommendations and noted that subject to the approval of members, the Director of Economic Development would request the Director of Support Services to conclude the necessary legal formalities regarding the abovementioned sites.

 

VIII DUNDEE AIRPORT - REGIONAL IN-FLIGHT SERVICES LIMITED

 

The Director of Economic Development reported that In-Flight Catering Services were currently provided at Dundee Airport through a Training Company operating from Unit 1B at the Air Cargo Centre.

 

An application had been received from another company with a view to that company taking over the entire in-flight catering service at Dundee Airport including the tenancy of Unit 1B and the transfer of the existing staff.

 

The Committee agreed to grant a Lease on the terms and conditions detailed for the provision of in-flight catering services with permitted ancillary use for outside catering.

 

IX SUPERIOR'S CONSENT - 13 HAWKHILL

 

The Director of Economic Development reported that he had received an application from the Agents for the occupiers of the above site for Superiors Consent for the use of the premises at 13 Hawkhill as a licensed restaurant with take-away facilities ancillary to the main use.

 

The Committee agreed to grant this consent for a consideration as detailed plus payment of the Councils reasonable legal fees and expenses.

 

X 0.35 HA (0.86 ACRES) OR THEREBY - SITE AT FOWLER ROAD, WEST PITKERRO INDUSTRIAL ESTATE

 

The Director of Economic Development reported that he had negotiated the sale of the above ground to two interested parties for the sum detailed in the report, subject to the provision of appropriate services.

 

The Director of Economic Development recommended that it be remitted to the City Engineer to conclude appropriate contracts with the public utility service providers in respect of the servicing of the above site at Fowler Road and that the sale of the site to the interested parties took place on the terms and conditions as detailed.

 

The Committee approved accordingly.
