SPECIFIC CAPITAL CONSENT SCHEME 2000-2001: ALLOCATION OF FUNDS

The Scottish Executive established the Specific Capital Consent Scheme to assist local authorities in purchasing the necessary air quality monitoring equipment and/or modelling packages to enable authorities to undertake their duties for local air quality management.

The Scottish Executive invited local authorities to bid for funds from the Specific Capital Consent Scheme in May this year. On 28th June the Scottish Executive formally advised the Council that it had been successful in the bid. The Council had been awarded a total of 32,000 additional capital consent from the scheme to purchase the following items:-

1 An air dispersion modelling package, the ADMS-Urban model, to be provided by Cambridge Environmental Research Consultants Ltd (CERC) (27,930)

2 Fugitive emission modelling for Pb and Pm10 to be carried out by Cordah Ltd (Environmental Management Consultant) (3,500)

The ADMS-Urban dispersion-modelling package was developed by CERC and it was understood that they are the only suppliers of this package. Likewise Cordah are the only company that is in a position to undertake fugitive emission modelling for Pb and Pm10.

In view of the above special circumstances, the Council would be unable to carry out the normal tendering process for the purchase of the aforementioned items.

The Sub-Committee approved the purchase of the ADMS-Urban Modelling Package from CERC at a cost of 27,930 and Cordah Ltd undertaking fugitive emission modelling on behalf of the Council at a cost of 3,500.

There was submitted Report No.446/2000 by the Director of Personnel and Management Services proposing a set of guidelines for employees' use of Computer, Internet and Electronic Mail (E-mail) facilities.

The Sub-Committee approved the guidelines appended to the Report.

III IT TENDERS - SCHOOLS COMMUNICATIONS EQUIPMENT

There was submitted Report No. 451-2000 by the Acting Director of Information Technology seeking approval for acceptance of the recommended tenders for the supply of computer networking facilities for secondary schools in Dundee.

The Sub-Committee approved the following recommendations:-

(i) to accept the Tender ITD/NET 2000/2 amounting to 67,428 from NTL for the purchase of IT equipment detailed in Appendix 1of the report;

(ii) to accept ongoing engineering maintenance costs of 2,023 per annum for the above purchases.

There was submitted Report No. 473-2000 by the City Architectural Services Officer requesting permission to obtain bar, restaurant and hospitality suite furnishings by direct purchase. Details of the resulting procurement will be reported to Committee at a later date.

The Sub-Committee authorised the City Architectural Services Officer to procure sundry items of furniture and equipment directly from suppliers rather than by competitive tenders providing that he is satisfied that the prices are fair and reasonable.

There was submitted Report No.480-2000 by the City Engineer detailing tenders received and requesting a decision on acceptance thereof.

The Sub-Committee approved acceptance of the tender submitted by Ritchies in respect of the Riverside Landfill Site - Site Investigation - Installation of Monitoring Boreholes in the sum of 144,926.20, together with allowances of 21,000, giving a total amount of 165,926.20.

VI NEW HOUSING PARTNERSHIP - ARDLER

VI NEW HOUSING PARTNERSHIP - ARDLER

(a) Re-appointment of Independent Advisor

There was submitted Report No. 455-2000 by the Director of Housing seeking approval to extend the contract of Organisational Development and Support Limited (ODS) as independent advisor to tenants' and residents' representatives and individual tenants, on stock transfer and wider regeneration issues in the Ardler New Housing Partnership.

The Sub-Committee agreed that the contract between the Council and ODS, entered into on 25th January, 2000, be extended up until the date of the stock transfer ballot, on the basis that additional costs do not exceed 21,600 excluding expenses, provisionally estimated at 2,500.

(b) New Housing Partnership: Ardler, Dundee: Sale of Land to Sanctuary Scotland Housing Association

There was submitted Report No. 468-2000 by the Director of Housing seeking approval for the sale of further land in Ardler to Sanctuary Scotland Housing Association. This Report would contribute to comprehensive regeneration of the Ardler estate and aims to "tackle poor living conditions which are unpopular within communities and take action to help residents put heart back into their communities and provide quality housing choice".

The Sub-Committee approved the following recommendations:-

(i) to sell the site in Ardler 3B (as shown in Appendix 1of the report), to Sanctuary Scotland Housing Association;

(ii) to remit the Director of Economic Development to negotiate the sale of the site with the District Valuer and report the outcome to Committee.

(iii) to remit the Director of Support Services to seek the First Minister's consent to the sale and thereafter prepare and complete the necessary documentation.

(c) Ardler New Housing Partnership - Repurchase of Properties at Phase 1D

There was submitted Joint Report No.467-2000 by the Director of Housing and the Director of Planning and Transportation seeking approval to re-purchase five ex-Council properties at Turnberry Avenue in Ardler. Approval of this Report would contribute to the City Council's Corporate objective to "improve housing quality and choice".

The Sub-Committee agreed to the following recommendations:-

(i) to approve the re-purchase of five ex-Council properties at 322, 366 and 376 Rosemount Road and 563 and 587 Turnberry Avenue, Dundee;

(ii) to remit the Director of Economic Development to conclude the acquisition with the owners on a "without prejudice" basis based on the District Valuer's valuation and negotiations.

(iii) to remit the Director of Housing to award the appropriate financial package (as detailed in Appendix 1of the report).

(iv) to remit the Director of Support Services to complete the necessary legal documentation.

VII SUPPORT SERVICES DEPARTMENT - APPLICATION FOR REGRADING - CLERICAL ASSISTANTS, GENERAL SERVICES

There was submitted Report No.469-2000 by the Director of Personnel & Management Services presenting to Committee a recommendation following an investigation into an application for regrading received from the incumbents of the above posts.

The Sub-Committee agreed that the two posts of Clerical Assistant, General Services be regraded from GS1/2 currently 8,652 - 11,685, to GS1/3, currently 8,652 - 12,405.

VIII SUPPORT SERVICES DEPARTMENT - ARCHITECTURAL SERVICES DIVISION - EARLY RETIREMENT

VIII SUPPORT SERVICES DEPARTMENT - ARCHITECTURAL SERVICES DIVISION - EARLY RETIREMENT

The Sub-Committee noted that, in accordance with the Scheme of Delegated Powers, the Director of Personnel and Management Services, in consultation with the Convener and appropriate spokespersons from Major and Minor Opposition Groups, had approved the early retiral of ER4/00, an Architect in the Architectural Services Division of the above Department in the interests of the efficiency of the service with effect from 30th September, 2000. This retiral will be in accordance with the Local Government Pension Scheme (Scotland) Regulations 1998 and with maximum enhancements, in accordance with the Local Government (Discretionary Payments and Injury Benefits) (Scotland) Regulations 1998.

The Sub-Committee noted that there would be net savings of 2,400 in year one, 27,800 per annum in years two to five and 33,000 in year six.

IX PLANNING AND TRANSPORTATION DEPARTMENT - BUILDING QUALITY SECTION - REGRADING OF POST

IX PLANNING AND TRANSPORTATION DEPARTMENT - BUILDING QUALITY SECTION - REGRADING OF POST

At the request of the Director of Planning and Transportation, the Director of Personnel and Management Services was requested to investigate the duties and responsibilities of the post of Team Leader (Building Control).

Having completed this exercise, it was concluded that the functions, level of duties and responsibilities of this post are no different in scope or managerial standing than all of the other Team Leaders in the Department which are graded PO11-14, 28,746 - 30,837.

The Sub-Committee noted, that in accordance with the Scheme of Delegated Powers, the Director of Personnel and Management Services, in consultation with the Convener and appropriate spokespersons from Major and Minor Opposition Groups, had approved the regrading of the post of Team Leader (Building Control) from PO7-10, 26,091 - 28,104, to PO11-14.

The cost of implementing this recommendation is 1,865 in a full financial year (including employer's costs). This will be contained within the Department's Revenue Budget.

X EDUCATION DEPARTMENT - REGRADING AND REDESIGNATION OF POST

X EDUCATION DEPARTMENT - REGRADING AND REDESIGNATION OF POST

Following a request received from the Director of Education, a regrading and redesignation exercise was undertaken on Post No 511 currently Musical Instrument Repair Technician, grade T2 (12,951 - 14,433). The Director requested that this post be compared with the posts of Repair Services Officer, grade GS1-T4 (8,652 - 19,224).

Following a job description and evaluation exercise, the Director of Personnel and Management Services confirmed that the Musical Instrument Report Technician undertakes duties and responsibilities which are comparable to the posts of Repair Services Officer. Accordingly, the Sub-Committee was asked to approve the regrading of this post from T2 to GS1-T4 in accordance with the agreed Career Grade Structure and to redesignate the post to Repairs Services Officer.

The cost of this proposal in financial year 2000/2001 is 1,635 and in a full financial year 2,804 and these costs will be contained within the Education Revenue Budget.

The Sub-Committee approved the regrading and redesignation of post.

XI RESIGNATION OFCOUNCILLOR KEMP, WARD 22, LOGIE

 

It was reported for information that Councillor Kemp had submitted a letter intimating his resignation as Councillor for Ward 22, Logie, with effect from 28th July 2000.

 

The Returning Officer intimated that the by-election will be held on Thursday, 31st August, 2000.

 

 

The Sub-Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public and press be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7(A) of the Act.

The cost of repurchasing five properties at 322, 366, 376 Rosemount Road and 563 and 587 Turnberry Avenue and home loss and disturbance payments to the remaining owners was estimated to be A#150,000.

 

The Sub-Committee noted that in this instance, to assist in trying to keep to the development timetable, it had been agreed in the Partnership to use the Non-Housing budget administered via the City Council (Planning and Transportation) to purchase these properties.

XIII DUNDEE CITY COUNCIL (TURNBERRY AVENUE, ARDLER) COMPULSORY PURCHASE ORDER 1999

XIII DUNDEE CITY COUNCIL (TURNBERRY AVENUE, ARDLER) COMPULSORY PURCHASE ORDER 1999

 

The City Council was pursuing a Compulsory Purchase Order for the flats and shopping centre in Turnberry Avenue, Dundee as part of the Ardler Regeneration.

 

As a consequence, residential properties above the shopping centre have to be purchased and the District Valuer had provisionally agreed valuations for the following addresses:-

 

625, 661, 663, 667 and 669 Turnberry Avenue.

 

In addition, disturbance costs, home loss payments and legal expenses are payable.A The Director of Finance had confirmed that all costs can be met from the 2000/2001 Community Facilities Budget for Ardler.

 

The Sub-Committee approved the foregoing and remitted the Directors of Economic Development and Support Services to conclude the arrangements.
