II SOCIAL WORK DEPARTMENT - EARLY RETIREMENT

The Sub-Committee agreed that Post Holder ER3/00, Centre Worker within the Social Work Department, be retired early on the grounds of voluntary redundancy with effect from 18th August 2000 in accordance with the Local Government Pension Scheme (Scotland) Regulations 1998 and with maximum enhancement in accordance with the Local Government (Discretionary Payments and Injury Benefits) Regulations 1998. It was noted that there would be net costs in the current financial year of 1,320 which would be met from the Department's Revenue Budget and that in years 2 - 6 there would be a net saving of 22,536 per annum while from year 7 onwards a net of 25,236 per annum would result.

III STAFFING RESOURCE FOR IMPLEMENTATION OF CONTAMINATED LAND REGIME

With reference to Article II of the minute of meeting of this Committee of 17th January 2000 there was submitted Joint Report No. 454/2000 by the Director of Environmental & Consumer Protection and Director of Personnel & Management Services recommending that a post of Scientific Officer be created in the Environmental & Consumer Protection Department to undertake duties concerned with the new legislation introduced under Part II of the Environmental & Protection Act 1990 which placed a duty on local authorities to identify contaminated land and obliged them to produce a written strategy and initiate remediation action.

Following consideration the Sub Committee agreed that the post of Scientific Officer be created in the Environmental & Consumer Protection Department at Grade PO 1 -4 for an initial period of two years and then reviewed at the end of this period.

The Convener agreed that the undernoted items be considered as a matter of urgency in terms of Standing Order No. 51(3)(b) in view of the timescales involved.

IV FINANCE DEPARTMENT MANAGEMENT STRUCTURE

With reference to Article VI of the Personnel & Management Services Committee of 17th April 2000 the Sub Committee noted that following a review undertaken by the Director of Finance and the Director of Personnel & Management Services, it was recommended that the currently Senior Corporate Finance Services Officer be transferred to the post of Senior Financial Services Officer with effect from 1st August 2000.

The Sub Committee, having noted that the post vacated by Mr Sturrock would not be filled, approved the transfer of Mr Ron Sturrock to the post of Senior Financial Services Officer.

V DUNDEE SCHOOLS COMPUTER PROGRAMME - TESTING OF FIXED ELECTRICAL INSTALLATIONS IN SCHOOLS

V DUNDEE SCHOOLS COMPUTER PROGRAMME - TESTING OF FIXED ELECTRICAL INSTALLATIONS IN SCHOOLS

There was submitted Report No. 463/2000 by the Director of Education requesting approval for the City Architectural Services Officer to negotiate with and instruct the existing respective contractors presently engaged in carrying out the Dundee Schools Computer Programme to undertake the testing of the fixed electrical installations at Baldragon Academy, Braeview Academy, Craigie High School, Harris Academy, Menzieshill High School and St. Saviours High School and sought approval to fund this testing from the current years capital programme.

The Sub Committee agreed that:-

(i) the City Architectural Services Officer negotiate with and instruct the existing respective contracts currently providing a computer network and electrical installation at the stated schools to undertake the testing of the fixed electrical installations at the school, and

(ii) the costs associated with this testing be funded from current capital programme for the Dundee Schools Computer Programme for 2000/20001.
