I MINUTES OF MEETINGS OF PERSONNEL APPEALS SUB-COMMITTEE

 

(a) MINUTE OF MEETING OF 4TH JUNE 2001

 

The minute of meeting of the above Sub-Committee, a copy of which is appended hereto (Appendix I), was submitted for information.

 

(b) MINUTE OF MEETING OF 13TH AUGUST 2001

 

The minute of meeting of the above Sub-Committee, a copy of which is appended hereto (Appendix II), was submitted for information.

 

(c) MINUTE OF MEETING OF 16TH AUGUST 2001

 

The minute of meeting of the above Sub-Committee, a copy of which is appended hereto (Appendix III), was submitted for information.

 

II MINUTE OF MEETING OF PERSONNEL APPOINTMENTS SUB-COMMITTEE OF 20TH JUNE AND 15TH AUGUST 2001

 

The minute of meeting of the above Sub-Committee, a copy of which is appended hereto (Appendix IV), was submitted for information.

 

III PERSONNEL AND MANAGEMENT SERVICES DEPARTMENT - PERFORMANCE REPORT 2000/2001

 

There was submitted Report No 564-2001 by the Director of Personnel and Management Services advising the Committee of the performance of the Department over the past year against the indicators set by the Department's Service Plan in line with the Best Value Public Performance Reporting Framework.

 

The Committee noted the performance of the Department as outlined in Appendix A of the report.

 

IV REDEPLOYMENT OF STAFFING RESOURCES - CHILDREN AND YOUTH WORK

 

There was submitted Joint Report No 467-2001 by the Director of Neighbourhood Resources and Development and the Director of Personnel and Management Services seeking approval to adjust existing staffing resources and deployment to meet future operational work priorities. The Director of Personnel and Management Services advised the Committee that significant progress had been made in further discussions with the relevant Trade Unions. Several minor issues remained to be resolved and these would be taken forward in the normal manner and reported back to the Committee, if necessary.

 

The Committee approved the following recommendations:-

 

(a)that post 267, Neighbourhood Development Worker (St Mary's), CEW (16,173 - 21,036) be deleted;

 

(b)that post 247, Senior Equality Action Youth Worker, PO1-4 (23,430 - 25,476) be deleted;

 

(c)that post 158, Project Leader, Youth Team, PO1-4 (23,430 - 25,476) be deleted;

 

(d)that post 218, Neighbourhood Development Worker, CEW (16,173 - 21,036) be deleted;

 

(e)that the post of Youth Worker Accreditation, CEW (16,173 - 21,036) be established; and

 

(f)that three posts of Senior Youth Worker, PO1-4 (23,430 - 25,476) be established.

 

V SOCIAL WORK DEPARTMENT - DEVELOPMENT OF HOME CARE SERVICE - A NEIGHBOURHOOD APPROACH

 

There was submitted Joint Report No 519-2001 by the Director of Social Work and the Director of Personnel and Management Services seeking authority for proposed developments in the City Council's Home Care Service.

 

The Committee approved the following recommendations:-

 

(a)to increase the present social care worker establishment from 3,147 hours to 6,780 hours per week within the Home Care Service and redesignate social care officers as social care workers;

 

(b)to adjust home care worker hours per week accordingly; and

 

(c)to instruct the Directors of Social Work and Personnel and Management Services to bring forward a detailed report in relation to the future management of the Home Care Service together with recommendations for staff development consistent with the framework of Scottish Vocational Qualifications, all in consultation with the relevant trade unions.

 

This report was approved by the Social Work Committee on 20th August 2001.

 

VI JOINT CONSULTATIVE COMMITTEE

 

The Committee noted that the Minor Opposition Group had intimated that Councillor Rod Wallace will replace Councillor Derek Scott on the Joint Consultative Committee.
