II CLOSURE OF HILLTOWN PUBLIC TOILETS AND RELOCATION OF AUTOMATIC PUBLIC CONVENIENCE

 

There was submitted Report No 448-2000 by the Director of Environmental and Consumer Protection seeking approval to introduce improvements within the public convenience stock held by the Environmental and Consumer Protection Department.

 

The Sub-Committee approved the undernoted proposals:-

 

(i)to permanently close the Ladies and Gents Public Conveniences located in the Hilltown;

 

(ii)to relocate the Automatic Public Convenience (APC) currently situated at Seagate Bus Station to the site of the Hilltown Ladies' Toilet; and

 

(iii)to instruct the Chief Engineer to tender for the demolition of the existing facilities provided at the Hilltown.

 

III MILLENNIUM EVENTS PROGRAMME - DUNDEE SCHOOL CHILDREN'S DAY IN THE DOME

 

It was reported that the Education Department had requested financial assistance from the Millennium Events Fund towards the enhancement of the Dundee schoolchildren's experience on their visit to London to participate in the McDonalds' 'Our Town's Story' presentation in the Dome on 11th September 2000.

 

The Sub-Committee approved a grant of 2,500 which can be met from the Millennium Events Fund.

 

IV PERSONNEL AND MANAGEMENT SERVICES DEPARTMENT - REPLACEMENT OF SOFTWARE

 

Reference was made to the minute of meeting of Dundee District Council of July 1991 when approval was given for the purchase of the Top-ix computerised office productivity system.

 

It was reported that the current system was now nine years old and was becoming increasingly difficult to use.

 

The Personnel and Management Services Department examined the market for suitable replacement software and the Chief Executive had agreed that the undernoted company was the only supplier to fully meet the specialised requirements of the Department.

 

The Sub-Committee therefore approved the purchase of replacement software from DJ AI Systems Limited at a cost of 20,200 to cover the software, installation and training, which will be met from savings in IT leasing in the current financial year.

 

V COMMON GOOD FUND - GRANT TO DUNDEE PARISH CHURCH (ST MARY'S) RESTORATION APPEAL

 

It was reported that Dundee Parish Church (St Marys) has been the subject of an extensive restoration programme with the majority of the funding for the restoration work being raised by congregational donations and activities plus grants from Historic Scotland and Charitable Trusts. The Secretaries of the Churchs Restoration Appeal have written to the City Council requesting a grant towards the works necessary to finish the restoration programme.

 

In view of the fact that the St Marys Church is used for many of the Councils religious ceremonies, the Sub-Committee agreed that a grant of 2,500 be made from the Common Good Fund to Dundee Parish Church (St Marys) Restoration Appeal.

 

The Committee resolved, under Section 50(A)(4) of the Local Government (Scotland) Act 1973, that the public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 6 of Part I of Schedule 7(A) of the Act.

 

VI REGISTRATION OF RESIDENTIAL AND OTHER ESTABLISHMENTS

 

There was submitted Report No 442-2000 by the Director of Support Services detailing a request for a variation to a Certificate of Registration for Residential Establishments.

 

The Sub-Committee agreed to approve the following variation of registration, subject to the existing conditions of registration:-

 

NCH Action for Children, Scotland, 17 Newton Place, Glasgow in respect of Stopover Project, Walker House, 9 Wellington Street, Dundee, to accommodate a maximum of six residents and to be managed by Mrs Gillian Strachan.
