The minute of meeting of this Committee of 21st August 2000 was held as read.

I OPEN SPACE MAINTENANCE COSTS
The Director of Leisure and Parks and Director of Planning and Transportation submitted Joint Report No 511-2000 seeking approval for a change in policy in relation to the maintenance of open spaces within housing developments.
The Committee agreed that:-
(a)in relation to capitalisation of the annual maintenance costs, the existing policy of the option of allowing a developer to transfer formally identified public open space to the Council be amended from the current rate of 15 to a new rate of 30 times the estimated annual maintenance cost;
(b)the Council no longer accept the transfer of incidental open space and landscaping within such developments and require any prospective developer to make full and proper arrangements for the ongoing maintenance of these areas as a condition of planning consent; and
(c)that the developer be advised of the revised policy at pre-planning application stage.
The Committee further agreed that should elected Members have any questions on anomalies regarding ground maintenance charges paid by former Council tenants, the issues should be raised with the appropriate officers.
II FIREWORKS DISPLAY - 5TH NOVEMBER 2000
The Director of Leisure and Parks reported that it was intended to hold two firework displays this year, the venues being Lochee and Baxter Park.
The Committee approved accordingly and agreed to accept an offer for the supply and delivery of fireworks and associated training for the displays from the specialist supplier, Pains Fireworks, Newcastle, amounting to 21,500.
III DUNDEE PLAY AREAS - TENDER FOR BOW TOP FENCING
The Director of Leisure and Parks submitted Report No 596-2000 seeking approval for a contractor to supply and install the bow top fencing for Phase 1 of the play area upgrading.
The Committee agreed to accept the lower offer by P & G Blacksmiths amounting to 24,530.
IV DISCOVERY GAMES 2000
The Committee noted the success of the above Games which had been held from 19th to 20th August 2000 organised jointly with the City Council and Dundee Sports Association for the Disabled, and remitted to the Director of Leisure and Parks to investigate sponsorship for this event with a view to holding the Games in 2001.
V DISC - FLOOR REPAIRS
The Director of Leisure and Parks reported that the timber flooring at DISC situated at the main hall, gymnasium and dance studio required to be relacquered periodically to preserve the playing surface from abrasion and prevent potential costly restorations at a later date.
The Committee agreed to accept the offer from the specialist supplier, GL Floors, Edinburgh, for the cleaning and sealing of the timber floor with specialist lacquer for the sum of 4,910.00 to be carried out in early October during the autumn school holidays where disruption to customers would be minimised.
VI CARNIVALS - APPLICATION FOR USE OF RIVERSIDE AND CAIRD PARK BY C HORNE'S CARNIVALS
It was reported that a request had been received from Charles Horne for consent to operate a carnival at Riverside Park and Caird Park on the undernoted days:-
Riverside Park 20th September to 1st October 2000
Caird Park 5th October to 14th October 2000.
The Committee remitted to the Director of Economic Development to negotiate a rent subject to the Council's normal conditions of let which included a close down of carnival operations each evening by 9.30 pm.
VII LOCHEE SWIMMING AND LEISURE CENTRE - CHIMNEY REPAIRS - TENDERS
The City Engineer submitted Report No 603-2000 giving details of offers received to carry out the above works.
The Committee agreed to accept the lowest offer by Balmore Specialist Contracts amounting to 4,900 to which required to be added non-contract allowances of 750 and fees of 750, making a total expenditure of 6,400.
