The minute of meeting of this Committee of 26th March, 2001 was held as read.

I PLANNING APPEAL DECISION - 17 ARKLAY STREET
Reference was made to Article VII(xi) of the minute of meeting of this Committee of 4th December 2000 wherein the above proposal was refused planning permission because the proposal conflicted with the following policies of the adopted Dundee Local Plan 1998: LT8 (proposal within 30 metres of residential property); H1 detrimental to environmental quality enjoyed by residents due to potential noise disturbance and significant overlooking).
The Committee noted that the applicant had subsequently appealed against the foregoing decision and that the appeal had been upheld and planning permission granted with conditions repeating the conditions imposed by the previous appeal (Development Quality Committee 24th April, 2000 Article I refers) with the addition of a condition relating to the submissions of details for the "treatment" of the terrace to ensure that the amenity and privacy of the nearest residents were not materially affected.
The Committee noted accordingly.
II PLANNING ENFORCEMENT ANNUAL REPORT
There was submitted Report No. 239-2001 by the Director of Planning and Transportation informing the Committee of the nature and extent of planning enforcement activity for the year April 2000 - March 2001.
The Committee noted the contents of the report and confirmed that on the basis of the report the Council's enforcement policy statement should remain unaltered.
III PLANNING APPLICATIONS
(a)D25133 - 18 COLLISTON DRIVE, BALGILLO PARK - ALTERATIONS TO HOUSE AND ERECTION OF GARAGE FOR MRS SAVILL
After considering an objection received the Committee approved the application.
(b)D25075 - 306 PERTH ROAD, DUNDEE - CHANGE OF USE TO FORM SUPERMARKET WITH HOT FOOD SALES AND ATM FACILITY FOR A M LANSBURGH (ST ANDREWS) LIMITED
After considering objections received the Committee deferred consideration of this application to enable a report by the Director of Planning and Transportation on traffic issues in the Sinderins part of Perth Road to be considered by the Planning and Transportation Committee.
(c)D25097 - 43/45 STEP ROW, DUNDEE - ERECTION OF DETACHED DWELLINGHOUSE FOR J & J PROPERTIES
After considering an objection received the Committee approved the application subject to the conditions recommended by the Building Quality Manager.
(d)D25101 - SITE 2/2A MEDIPARK, NINEWELLS - ERECTION OF TWO STOREY LABORATORY BLOCK WITH PART BASEMENT PLANT ROOM FOR CRESCENT DEVELOPMENTS LIMITED
After considering objections received the Committee deferred decision of the application to enable further information to be submitted on air pollution.
(e)D25105 - 312 KING STREET AND 51 BEACH CRESCENT, BROUGHTY FERRY - ERECTION OF FOUR MEWS FLATS, 4 KING STREET AND ELEVEN RESIDENTIAL FLATS, 4 BEACH CRESCENT FOR CAMPERDOWN CONSTRUCTION LIMITED
The Committee noted that the above application had been withdrawn by the applicant.
(f)DS00176 - 312 KING STREET AND 51 BEACH CRESCENT, BROUGHTY FERRY DEMOLITION OF EXISTING SOCIAL CLUB AND DISUSED POTTERY FOR CAMPERDOWN CONSTRUCTION LIMITED
The Committee noted that the above application had been withdrawn by the applicant.
(g))D25142 - 65 ROSSIE AVENUE, BROUGHTY FERRY - ERECTION OF GARDEN ROOM EXTENSION TO FRONT OF HOUSE FOR MR DORRICOTT
After considering an objection received the Committee approved the application subject to the conditions recommended by the Building Quality Manager.
