Liquor Licence Applications - Personal Licence

The Premises Manager i.e. the person named on the operating plan must be the holder of a personal licence. A copy of the application for a personal licence can be found in the Forms Section.  An applicant for a personal licence must hold a licensing qualification. Details of accredited qualifications can be found in the useful links section.

From 1st December 2020 the new updated Scottish Certificate for Personal Licence Holders (SCPLH) and Scottish Certificate for Personal Licence Holders Refresher (SCPLHR) qualifications were made available from accredited Awarding Bodies.

The revised qualifications covering both the initial course, SCPLH at SCQF Level 6, and the refresher course, SCPLH (Refresher) at SCQF Level 6, are accredited by SQA Accreditation and replace the current qualifications.

The effect of this is that any person who was awarded a certificate under the old regime i.e. prior to 1st December 2020 and who applies for a Personal Licence after 1st May 2021 would not be able to use that certificate to support their application.

There was a 6 months transition period so that certificates issued prior to 30th November 2020 would continue to be accepted until 30th April 2021. Thereafter applications supported by a certificate issued under the new National Standard will be accepted i.e one after 1st December 2020.
