Broughty Ferry Flood protection Scheme - Site mobilisation works commenced on the 1st June 2020. 

Dundee City Council have been working with the contractor, McLaughlin & Harvey, to mitigate the risk of Covid-19 by designing site welfare and methods of working that will facilitate physical distancing.  There will be continuous assessment of these procedures to ensure the safety of the workforce and the public within the proximity of the site. Works will start with site compound set up and minor road works at Douglas Terrace to facilitate the start of the works. The traffic and pedestrian management set up will include provisions to accommodate for pedestrians and cyclists in line with the Spaces for People programme. The Spaces for People programme is funded by the Scottish Government and managed by Sustrans Scotland. It aims to enable statutory bodies to implement measures focused on protecting public health, supporting physical distancing and preventing a second wave of the outbreak.

In the shadow of the hugely significant issues facing society with the Covid-19 pandemic, Dundee City Council have been working hard in the background to deliver the Broughty Ferry Flood Protection Scheme project as close to the original programme as possible. Construction of the project was due to start in early April 2020, however this will be delayed due to the current imposed UK lockdown.

To enable the project to proceed quickly when possible, the project team will continue to plan and prepare for the work.  

We will continue to assess the situation and advise in due course when these important works are likely to commence.

Permission to proceed with the construction of the Flood Protection Scheme was granted at Dundee City Council Committee on the 9th December 2019. The next few months will be busy as we formally appoint the contractor and confirm the construction programme. Information will be shared with the Broughty Ferry community as soon as possible in 2020 as we put in place our public engagement strategy. The current start date for the project will be dictated by the Marine Licence Application which should be completed February 2020, this will allow construction to begin shortly after. As soon as a start date can be confirmed further information will be issued along with a construction programme.

Marine Licence Pre-application Consultation event

Dundee City Council is holding a pre-application consultation event regarding the proposed licensable marine activity associated with Broughty Ferry Flood Protection Scheme. A public consultation event will be held on Wednesday 24th July 2019 at the Castle Green Pavilion, Community Centre from 10am to 6pm.

The purpose of this consultation event is to provide details of the upcoming Marine Licence Application. There will be an opportunity to view plans and discuss the project with Dundee City Council Engineers throughout the day.

Dundee City Council is to undertake a programme of ground investigations relating to the Flood Protection Scheme in Broughty Ferry.

Works are due to commence on the 8th April 2019 with and anticipated duration of 4 weeks. Dundee City Council have employed contractor BAM Ritchies to undertake the works. These will consist of exploratory investigations to determine ground conditions and ground water levels. The results arising from the investigations will inform the structural design and construction method of the final flood prevention scheme.

The works will be undertaken between the hours of 8am and 5pm at localised areas between Douglas Terrace and Beach Crescent. Short sections of Traffic Management will be used to ensure the safety of the workforce and road users.

Dundee City Council have received confirmation from the Scottish Government that planning permission for the project is deemed to be granted. With this approval now in place Dundee City Council can now move into the detailed design of the agreed scheme. Due to the complexity of the project we are looking to engage with a contractor early in the design process to aid the scheme development. The appointment of a contractor is expected in the next few weeks.

Dundee City Council have finalised the proposals for the Broughty Ferry Flood Protection Scheme. The final proposed scheme has considered objections from members of the public and any associated planning requirements. As set out in section 60 and Schedule 2 of the Flood Risk Management (Scotland) Act 2009, Dundee City Council is to issue a Notice of the final scheme to the public. Please find the Notice and scheme documents below:

The Broughty Ferry Flood Protection Scheme Notification period for public consultation concluded on Wednesday 2nd May 2018.

Dundee City Council is now taking time to consider any objections and potential modifications to the scheme. Council Officers will be in contact with any objectors to discuss their concerns.

Since 2009 Councils in Scotland have had a duty to work towards a co-ordinated flood risk management plan to reduce the overall risk of flooding from whatever source. Studies have demonstrated that large areas of Broughty Ferry are at significant risk. During a 1 in 200 year event, extreme water levels in the Firth of Tay would exceed the height of the existing defences and cause flooding in the areas of Long Lane and Brook Street. The estimated costs to residents, businesses and infrastructure would be in the region of £97 million with 450 properties at risk. The estimated area at risk is shown on the map below

During early 2016 the Council sought the views of the communities affected on the preferred option which is a set-back wall solution which will comprise of a one metre high wall to the rear (roadside) of the footway. Enhancements to the footway will be carried out alongside the wall works. The Wall will include openings to allow for public access with gates that can be drawn over should a risk of flooding occur.

It is expected that 80% of the funds required will be supplied by the Scottish Government Capital Grant for Flood Schemes. The remaining 20% funding has been included within the Dundee City Council Capital Plan 2016-2021.

• Consultation Event: On Wednesday 13th December2016 an event was held at the Castle Green Community Centre - this event provided an update on the project and sought opinion on the latest design proposal.

An exhibition and presentation was undertaken in June 2016 with over 200 people attending. A summary document has been produced to illustrate the nature of the comments and feedback received.
