Scottish Government Ministers will determine an application from Forth Energy for a proposed renewable energy plant at Dundee Port.
Forth Energy is a joint venture between harbour owner Forth Ports and Scottish and Southern Energy.
The city council was asked for its views as a "statutory consultee" in the decision making process.
