The minute of meeting of this Committee of 17th April, 2000 was held as read.

I STOBSMUIR PONDS - APPLICATION FOR USE BY A (BLACK WATCH) ROYAL HIGHLAND REGIMENT COMPANY, 51ST HIGHLAND REGIMENT, OLIVER BARRACKS, DALKEITH ROAD, DUNDEE
The Committee was advised that a request had been received from the Black Watch based at the above barracks to make use of Stobsmuir Ponds as part of their weekly drill one evening per week during the summer.
The Committee granted approval subject to the normal conditions regarding insurance and that any disruption was kept to an absolute minimum and the Director of Leisure and Parks monitor the situation accordingly.
II CAMPERDOWN PARK - APPLICATION FOR USE BY ROYAL NATIONAL INSTITUTE FOR THE BLIND - 24TH AND 25TH JUNE, 2000
It was reported for information, that after consultation with the Convener and the Majority and Minority Opposition Group spokespersons, it had been agreed to permit the above Institute to hold a fundraising event at Camperdown Park on Saturday, 24th and Sunday, 25th June, 2000.
As the fundraising event included a zipslide, permission was granted subject to a proper risk assessment being received and to the necessary insurances being provided indemnifying the City Council against damage to property, injury or loss of life etc to members of the public and, in addition, any services being provided by the Department being paid for by the applicant.
The Committee also remitted to the Director of Economic Development to enter into a licence agreement with RNIB.
III CAIRD PARK - APPLICATION FOR COTTLE AND AUSTIN CIRCUS - 15TH TO 20TH AUGUST, 2000
It was reported that a request had been received from the above circus advising of their intended 2000 Scotland Tour and requesting permission to hold circus performances in Dundee from 15th to 20th August, 2000 which would comply with the Councils no performing animals policy.
The Committee agreed to grant approval for the circus on these dates and remitted to the Director of Economic Development to negotiate an appropriate lease with approval based on the strict adherence to the no performing animals policy and subject to the Councils normal condition in respect of insurance etc.
IV DUNDEE CHURCH OF CHRIST - APPLICATION TO USE CASTLE GREEN - 24TH TO 26TH JULY, 2000
The Committee was advised that a request had been received from the Minister of the Dundee Church of Christ to hold a mini-camp on 24th to 26th July, 2000 inclusive from 9.00 am to 4.00 pm at Castle Green, Broughty Ferry.
The Committee agreed that permission be granted subject to the necessary insurances being provided indemnifying the City Council against damage to property, injury or loss of life etc to members of the public and in addition, any services being provided by the Department being paid for by the applicant.
V PERMISSION FOR USE OF THE HOWFF CEMETERY FOR COMMUNITY DRAMA PERFORMANCE - 8TH JULY, 2000 BY ON Q PRODUCTIONS
It was reported that a request had been received from the above company to use the Howff Cemetery as a venue for the production, Worthies Unknown - A new look into Dundees Past and Present on 8th July, 2000.
The Committee granted approval subject to the necessary insurances being provided indemnifying the City Council against damage to property, injury or loss of life etc to members of the public and in addition, any services being provided by the Department being paid for by the applicant.
The Committee also noted that the applicant would have to strictly observe and take steps to ensure that the control of the participants and public in respect of adherence to Dundee City Councils Management Rules for the Regulation of Cemeteries as they affected the event. The Committee also remitted to the Director of Economic Development to enter into a licence with On Q Productions accordingly.
VI ICE ARENA - SUNDRY FURNITURE AND EQUIPMENT
On a reference to Article II of the minute of meeting of this Committee of 24th May, 1999, the City Architectural Services Officer submitted Report No 330-2000 requesting permission to obtain sundry items of equipment by direct purchase with details of the resulting procurement being reported to the Committee at a later date.
The Committee authorised the City Architectural Services Officer to procure sundry items of furniture and equipment directly from suppliers rather than by competitive tenders providing that he was satisfied that the prices were fair and reasonable.
