The minute of meeting of this Committee of 16th October, 2000 was held as read.

 

Unless marked thus * all items stand delegated.

 

Prior to the commencement of the business, the Committee agreed to convey their congratulations to Mr Peter Bates and Mr Jim McGouldrick, on their appointments as Chairman of Tayside Health Board and Tayside University Hospitals Trust respectively.

 

I ESTABLISHMENT OF INTEGRATED DAYCARE AND FAMILY SUPPORT PROVISION AT HAPPYHILLOCK CHILD AND FAMILY CENTRE

 

There was submitted Report No. 729-2000 by the Director of Social Work and Director of Education seeking approval to establish as part of an integrated Education and Social Work Initiative a new day care service for children under the age of three at Happyhillock Child and Family Centre. This would be a pilot project until March 2002 and offer a number of daycare places for families on low incomes, or where parents were in education or training. The new provision would be delivered as an integrated part of the range of services currently provided at Happyhillock Child and Family Centre to children in need and their families. This would promote economic regeneration and social inclusion in the Happyhillock and Linlathen areas, and offer access to daycare provision to families living in other areas, as appropriate, where there was a lack of existing childcare services.

 

The Committee agreed, insofar as its interests were concerned, to approve the contents of the report, but requested that a further report be submitted regarding the proposed charges in Appendix 2 of the report.

 

II ADDITIONAL RESOURCES FOR COMMUNITY CARE SERVICES

 

There was submitted Report No. 731-2000 by the Director of Social Work advising the Committee of the outcome of negotiations that had taken place with health representatives about the use of additional resources that were allocated to the Health Board in June 2000 and to the local authority in July 2000 for Community Care.

 

The Committee agreed to:-

 

(i) Note and endorse the developments identified in the report;

 

(ii) Instruct the Director of Social Work to take appropriate action to implement these proposals; and

 

(iii) Instruct the Director of Social Work to negotiate with Health to bring forward proposals for the use of the recurring resource for community care and advise the Social Work Committee of the outcome of these negotiations.

 

III REVIEW OF CRIMINAL JUSTICE CASES

 

There was submitted Report No. 728-2000 by the Director of Social Work reporting on the results of an independent review/audit of Criminal Justice cases.

 

The Committee agreed to:-

 

(i) Note the results of the review and instruct the Director of Social Work to implement the recommendations developed in response to the audit's recommendations; and

 

(ii) Remit to the Director of Social Work to commission a further audit in April 2001.

 

IV REGISTRATION AND INSPECTION ANNUAL REPORT

 

There was submitted Report No. 730-2000 by the Director of Social Work advising the Committee of the operation of both the Registration and Inspection Unit and the Early Years Registration and Inspection Unit from 1st April, 1999 to 31st March, 2000.

 

The Committee agreed to:-

 

(i) Note and approve the content of the Annual Report;

 

(ii) Instruct the Director of Social Work to forward the report to the Scottish Executive; and

 

(iii) Instruct the Director of Social Work to make the report publicly available.
