Councillor WARD, Convener, in the Chair.

I MINUTE

The minute of meeting of this Committee of 4th September, 2000 was submitted and subject to the undernoted amendment, approved as a correct record.

Paragraph II(2) "Grampian Nursing Home" to be amended to "Riverside Nursing Home".

II REGISTRATION AND INSPECTION UNIT - UPDATE

The Head of Registration and Inspection gave a brief verbal update on the work of Registration and Inspection Unit. She reported that the Unit had moved to Harefield House, where the Early Years Registration and Inspection Team were also located. Whilst the latter were at present managed by Children's Services, this was under review and it was likely that both sections would form a single unit in the future.

It was also noted that the existing secondments would terminate at the end of April 2001, but it was expected that they would be extended for another year until the new arrangements and national body come into being.

She also gave an outline of the proposals for change and their implications for the Registration and Inspection Unit and its staff.

III DRAFT NATIONAL CARE STANDARDS

There was submitted the Council's response to the Draft National Care Standards - First Tranche.

Although the draft standards had been generally well received, a number of particular areas of concern were highlighted, eg

concern about inconsistency across groups

need to balance user output and input standards

need for standards to be more specific

IV THE WAY FORWARD WITH CARE

There was submitted for the information of the Committee a submission made by the City Council to the "Way Forward for Care" document, which was a policy position paper on the establishment of the Scottish Commission for the Registration of Care and the Scottish Social Services Council.

It was noted that many of the comments which the Council had submitted at the consultation stage had been incorporated into the paper, however, this response emphasised those aspects which it was felt needed further development.

V REGISTRATION AND INSPECTION ANNUAL REPORT

The Committee noted the Registration and Inspection Annual Report which had been approved by the Social Work Committee on 20th November.

VI DATE OF NEXT MEETING

It was agreed that the next meeting would take place on Monday, 26th February, 2001 at 12.30 pm.

BETTY WARD, Convener.
