The Committee authorised the Director to carry out the works should the owners not comply within the time allowed in the Notices.
II BUTCHERS' SHOPS LICENSING

There was submitted Report No 505-2000 by the Director of Environmental and Consumer Protection advising of the introduction of the Food Safety (General Food Hygiene) (Butcher Shop) Amendment (Scotland) Regulations 2000 due to come into force on 2nd October, 2000 and requesting the Committee's agreement for arrangements relating to the handling of applications for butchers' licences.
Following consideration the Committee:-
(i) agreed that the authority to grant a licence be delegated to the Director of Environmental and Consumer Protection;
(ii) agreed that where the Director of Environmental and Consumer Protection declined to grant a licence the matter be referred to the Sub-Committee of the Environmental and Consumer Protection Committee consisting of three members representing the majority group, two members representing the major opposition group and one member representing the minor opposition group for consideration of a licence application;
(iii) agreed to delegate the power to revoke or suspend a licence to the Director of Environmental and Consumer Protection but agreed that the Director may refer the matter to the Sub-Committee for determination if he considered appropriate, whereupon the Sub-Committee will have the delegated power to revoke or suspend the licence; and
(iv) agreed that any applicant whose application had been referred to the Sub-Committee would have the right to appear before the Sub-Committee and to be represented at the meeting of the Sub-Committee.
III DEPARTMENT OF TRADE & INDUSTRY MATCH FUNDING BID - MOTOR VEHICLE SERVICING

The Committee noted the successful bid for 75,000 of match funding from the DTI to set up a motor vehicle servicing unit capable of being deployed in any Scottish local authority area to tackle problems associated with the motor trade.
Trading Standards Services from Dundee, Angus, Perth & Kinross, Highland, Western Isles, Argyll & Bute, Moray, South Ayrshire, Orkney, Aberdeen, Aberdeenshire and Fife Councils are all involved in the project specifically funded to aid cross-border co-operation between authorities and will be used to help with a range of statutory duties including car servicing surveys, forecourt inspections, consumer complaint resolution, and good trader award schemes.
It was further noted that discussions were taking place with both the SMTA (Scottish Motor Traders Association) and the Vehicle Inspectorate in the hope that they would become partners in the scheme, adding trader support and technical expertise respectively.
Dundee City Council's share of match funding, to be no more than 2,000, can be met from this year's revenue budget.
It was further noted that although negotiations were at an early stage, Dundee may be selected as the home base for the unit.
It was reported that the Convener had agreed that the undernoted two items be considered as a matter of urgency in terms of Standing Order 51(3)(b) in view of the timescales involved.
IV ENVIRONMENTAL AND CONSUMER PROTECTION DEPARTMENT - SERVICE PLAN - PERFORMANCE REPORT

With reference to Article I of the minute of meeting of this Committee of 6th December, 1999 there was submitted Report No 494-2000 by the Director of Environmental and Consumer Protection Committee setting out the progress made by the Department against the targets set in the Environmental and Consumer Protection Service Plan 1999/2002.
Following consideration the Committee noted the performance against targets set in the Environmental Services and the Environmental Health Service Plan 1999-2002 as detailed in the Appendix to Report No 494-2000.
V PURCHASE OF WHEELED BINS

With reference to Article III of the minute of meeting of this Committee of 15th November, 1999 wherein it was agreed to accept offers from SSI Schaefer and Egbert Taylor for the supply of wheeled bins at prices fixed for one year.
The Committee agreed that the Department be authorised to purchase a further supply of bins at these prices, having noted that a sum of 30,000 was available in the Environmental and Consumer Protection 2000/2001 Capital Budget.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting in order that the undernoted items of business be considered in private on the grounds that the item involved the disclosure of exempt information as defined in paragraphs 3 of Part I of Schedule 7A of the Act.

The Committee agreed that the Director be authorised to serve Notice under Section 60 of the Control of Pollution Act on either of the mentioned companies should they deviate from an agreed timetable of operation.
