I DECLARATION OF INTEREST

II PLANNING APPLICATIONS
(a) 22-00725-FULL - CHANGE OF USE OF FORMER NURSING HOME TO 20 BEDROOM STUDENT ACCOMMODATION - ROSE HOUSE, 16-18 CONSTITUTION TERRACE, DUNDEE - FOR MR AND MRS RASHID KASHLAW
The Committee acceded to requests for deputations to address the Committee relative to objections to the application, by Janet Davies, Shona Hyman (Janet Davies speaking on her behalf), Paul Cumming and David Dick, and in support of the application, by Kashif Rashid and Chris Caird, which was recommended for approval. After the deputations had stated their cases and answered questions from members of the Committee, they were thanked for their attendance and withdrew.
Thereafter, having considered objections received, the Convener, seconded by Bailie Roberts, moved approval of the application, subject to the conditions recommended by the Head of Planning and Economic Development.
As an amendment, Councillor McHugh, seconded by Councillor Shears, moved refusal of the application on the grounds that it was contrary to Policy 23 of National Planning Framework 4 and Policy 39 of Dundee Local Development Plan 2019 as it would generate unsatisfactory levels of noise in the surrounding area.
On a division, there voted for the motion - the Convener, Lord Provost Campbell, Bailies Roberts, Sawers, Keenan and Macpherson, and Councillors Alexander, Anderson, El-Nakla, Hunter, Rome, Smith, Tolland, Cruickshank, Scullin, Coleman, Crichton and Duncan (18); and for the amendment - Depute Lord Provost Cordell, Bailies Wright and Scott and Councillors Flynn, Finnegan, McHugh, McIrvine and Shears (8) - whereupon the motion was declared carried and the application was approved.
