I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II CONTRACT FOR THE TREATMENT OF MIXED RECYCLING - METALS, PLASTICS AND CARTONS

 

There was submitted Agenda Note AN33-2022 reporting that following the expiration of the existing contract for the treatment of mixed recycling: metals, plastics and cartons it was necessary to undertake a procurement exercise to secure a contractor to accept this material from October, 2022.

 

The invitation to service this tender was issued via the Dynamic Purchasing System (DPS) Relating to The Treatment And Disposal Of Recyclable And Residual Waste (27-17): Lot 1 Treatment Of Co‑Mingled Mixed Recyclate.

 

Following the tender closing date, evaluations were completed in July, 2022. The bids were evaluated on service requirements, contract administration and pricing the rebate per tonne which included the haulage costs from Baldovie transfer station, Forties Road, Dundee.

 

Two bids were received, and following the subsequent evaluation of the bids, the table below demonstrated that Wyllie Recycling Ltd, Perth were the most economically advantageous bidder to the Council.

The Committee agreed that the contract be awarded to Wyllie Recycling Ltd, Perth. The mixed recycling: metals, plastics and cartons would be reprocessed at Perth.

 

The contract would commence on 1st October, 2022 and would endure for one (1) year until 30th September, 2023. The Council may, at its sole discretion, extend the contract by one or more further periods of up to one year (up to a maximum of 2 x further one year periods).

 

The shorter duration period for this contract was to assess the impact on waste management collection services of the national Deposit Return Scheme, which was due to be introduced in August, 2023.

 

The total value of the contract for the duration of the one year specified period was anticipated to result in an income of approximately 400,000 (200,000 in 2022/2023 and 200,000 in 2023/2024).

 

III OPEN MARKET HOUSING ACQUISITION STRATEGY

 

There was submitted Report No 134-2022 by the Executive Director of Neighbourhood Services seeking Committee approval to increase the supply of affordable housing for social rent through the purchase of suitable properties on the open market, to complement the existing new build Council housing programme and the activities of the Councils Strategic Housing Investment Plan (SHIP) partners in the local social housing sector.

 

The report recognised an existing Committee approval (Article IV of the minute of meeting of this Committee of 10th December, 2007 refers), but sought approval to extend the strategy beyond the purchasing of properties that were either suitable or adaptable to meet the needs of disabled people only, to include the acquisition of any property type in the Dundee City area that were required in terms of demand, which could be funded from available resources and the purchase of which was deemed to represent best value to the Council.

 

The Committee agreed:-

 

(i) to note the content of the report and approve the proposed open market acquisition strategy to support existing actions to increase the supply of affordable housing for social rent in the City; and

 

(ii) to delegate authority to the Executive Director of Neighbourhood Services and the Executive Director of City Development, to approve appropriate purchases in line with the agreed strategy.

 

IV TAKE PRIDE IN YOUR CITY

 

There was submitted Report No 198-2022 by the Executive Director of Neighbourhood Services updating the Committee on the progress of the Take Pride in Your City Campaign and setting out a refreshed programme for a further two years.

 

The Committee agreed:-

 

(i) to note the content of the report; and

 

(ii) to remit the Executive Director of Neighbourhood Services to take forward the action plan which was attached as an Appendix to the report.

 

V DELIVERING SCOTLANDS CIRCULAR ECONOMY: PROPOSED BILL AND ROUTE MAP TO 2025 AND BEYOND CONSULTATIONS

 

There was submitted Report No 199-2022 by the Executive Director of Neighbourhood Services providing information to the Committee on Dundee City Councils response to the Scottish Government's recent consultations on Delivering Scotlands Circular Economy - Proposed Circular Economy Bill and Route Map to 2025 and Beyond.

 

The Committee agreed to approve the content of the report for submission.

 

VI NEIGHBOURHOOD SERVICES SERVICE PLAN 2021/2024 - ANNUAL PROGRESS REPORT

 

There was submitted Report No 201-2022 by the Executive Director of Neighbourhood Services providing a progress report on the Service Plan for Neighbourhood Services for the period 2021/2022.

 

The Committee agreed to approve the Service Plan which was attached as an Appendix to the report.

 

VII TENDERS RECEIVED BY HEAD OF DESIGN AND PROPERTY

 

There was submitted Report No 197-2022 by the Executive Director of City Development detailing tenders received and requesting a decision thereon:-

 

(a) CAMPERDOWN BOUNDARY WALL

 

The Committee agreed to accept the offer with the highest ranking score for cost and quality from Kilmac Ltd in the sum of 171,435, together with allowances of 72,000, giving a total expenditure of 243,435.

 

(b) HOUSING CONCRETE REPAIRS PROGRAMME 2022/2023 WORKS

 

The Committee agreed to accept the tender from Andersons SC in the sum of 115,012, together with allowances of 99,988, giving a total expenditure of 215,000.

 

(c) 74 ST KILDA ROAD

 

The Committee agreed to accept the offer with the highest ranking score for cost and quality from Dundee Plant Ltd in the sum of 22,142.38, together with allowances of 7,241.24, giving a total expenditure of 29,383.62.

 

(d) ST MARYS 1ST AND 8TH DEVELOPMENT - WINDOW RENEWAL

 

The Committee agreed to accept the negotiated offer from Construction Services in the sum of 640,008.09, together with allowances of 68,000, giving a total expenditure of 708,008.09.

 

(e) LANDLORD COMMUNAL SERVICES ELECTRICAL PERIODIC INSPECTION AND TESTING 2022/2027

 

The Committee agreed to accept the negotiated offer from Construction Services in the sum of 126,407.23, together with allowances of 25,000, giving a total expenditure of 151,407.23.
