The Board, having heard from one of the objectors, a representative on behalf of the applicant, a Licensing Standards Officer, the Chief Constables representative, a representative on behalf of the applicant and the Board's Legal Adviser, agreed to defer consideration of the application until the February, 2020 meeting of the Board for the applicant to obtain a Noise Impact Assessment (NIA). The Board also noted that the part of the application to increase capacity had been withdrawn.
II PERSONAL LICENCE - NEW APPLICATION

The Board, having heard from the Chief Constable's representative, a Licensing Standards Officer, the applicant on their own behalf and the Board's Legal Adviser, agreed to refuse the application.
III PERSONAL LICENCES - RENEWAL

The Board, having heard from the Chief Constable's representative and the Board's Legal Adviser, agreed to defer consideration of the application until the February, 2020 meeting of the Board.
IV PERSONAL LICENCE - REVIEW
(i) JULIE HIGGINS
The Board, having heard from the Chief Constables representative and the Board's Legal Adviser, agreed to consider the licence holder not fit and proper to be the holder of a personal licence and that the licence be revoked.
V PREMISES LICENCE - REVIEWS
(i) BAXTERS ELM AND BIRCH FUNCTION SUITE, 5A RAGLAN STREET
The Board, having heard the Senior Electoral Services and Licensing Officer, agreed that the licence be revoked.
(ii) BAXTERS FUNCTION SUITE, 5 RAGLAN STREET
The Board, having heard the Senior Electoral Services and Licensing Officer, agreed that the licence be revoked.
(iii) CARBON AND LUSH, 21 SOUTH WARD ROAD
The Board, having heard from an agent on behalf of the licence holder, the Boards Legal Adviser and the Senior Electoral Services and Licensing Officer, agreed to defer the review to allow for transfer of licence to be concluded and that the matter be brought back to the February, 2020 meeting of the Board should this transfer not be undertaken.
(iv) GARAGE AT 14 LAMMERTON TERRACE
The Board, having heard from the Senior Electoral Services and Licensing Officer, agreed that the licence be revoked.
(v) PROJECT PIZZA, 48/54 REFORM STREET
The Board, having heard from the Senior Electoral Services and Licensing Officer, agreed that the licence be revoked.
VI PREMISES LICENCE - NOTIFICATION OF CONVICTION
The Board agreed to note the information provided in relation to the undernoted premises licences and that no further action be taken in the meantime:-
