The minute of meeting of this Committee of 18th November, 2019 was held as read.

I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II FIREWORKS

 

It was reported that this item had been placed on the agenda at the request of Councillor Flynn and Bailie Wright who asked the Committee to note that fireworks provided great enjoyment to many within the city at various times of the year, but they also contributed to increased levels of anti-social behaviour and stress, not just to some of its citizens but also to their pets and animals.

 

The Committee agreed:-

 

(i) following the recent Scottish Government consultation and Fireworks Action Plan, setting up the proposed Fireworks Review Group to contribute as necessary to any requests made to this group;

 

(ii) to ensure all public firework displays within the local authority boundaries were advertised in advance of the event, allowing residents to take precautions for their animals and vulnerable people;

 

(iii) to actively promote a public awareness campaign about the impact of fireworks on animal welfare and vulnerable people including the precautions that could be taken to mitigate risks;

 

(iv) to ask the Chief Executive to write to the UK and Scottish Governments urging them to introduce legislation to limit the maximum noise level of fireworks to 90dB for those sold to the public for private displays; and

 

(v) to encourage local suppliers of fireworks to stock quieter fireworks for public display.

 

III ARRANGEMENTS FOR MANAGING HIGH RISK OFFENDERS

 

There was submitted Report No 20-2020 by the Executive Director of Children and Families Services summarising the 12th annual report on arrangements for managing high risk offenders across Tayside, which covered the period 1st April, 2018 to 31st March, 2019. A copy of this report was attached to the report at Appendix 1.

 

The Committee agreed to:-

 

(i) note the content of the report and the ongoing developments in relation to the risk assessment and risk management of high risk of harm offenders; and

 

(ii) instruct the Executive Director of Children and Families to present such reports to Committee on an annual basis.

 

IV ADULT SUPPORT AND PROTECTION COMMITTEE - INDEPENDENT CONVENORS MID-TERM REPORT

 

There was submitted Report No 10-2020 advising the Committee that the Independent Convenor of the Dundee Adult Support and Protection Committee (ASPC) had produced the Mid-Term Report for the period of April, 2018 to March, 2019. The report included a summary of the work undertaken and the priorities recommended for the coming year.

 

The Committee agreed to:-

 

(i) note the content of the Independent Convenors Report which was (attached to the report as Appendix 1);

 

(ii) note the progress that had been made in developing an effective partnership response to Adult Support and Protection issues in the city;

 

(iii) note the progress achieved in response to the recommendation made by the Independent Convenor in the Biennial Report 2016-2018 (Article III of the minute of meeting of this Committee of 7th January, 2019, Report No 8-2019 refers); and

 

(iv) note the development of the ASPC Delivery Plan for the current year (2019-2020) (contained within Appendix 1).

 

V CONSULTATION RESPONSE - SCOTTISH GOVERNMENT - IMPROVING THE OPERATIONAL EFFECTIVENESS OF THE CONTROL OF DOGS(SCOTLAND) ACT 2010

 

There was submitted Report No 9-2020 by the Executive Director of Neighbourhood Services seeking approval for the proposed response to the Scottish Governments consultation on Improving the operational effectiveness of the Control of Dogs (Scotland) Act 2019.

 

The Committee approved the response appended to the report at Appendix 1 and remitted the Executive Director of Neighbourhood Services to submit this to the Scottish Government accordingly.
