The Board, having heard from an agent on behalf of the applicant and the Boards Legal Adviser, agreed to grant a variation to allow the consumption of alcohol until terminal hour of 1 am on Friday and Saturday as per Board Policy, to allow recorded music prior to core hours for the benefit of staff, to allow live bands (max 2) and karaoke during core hours and to remove current conditions of entry for children and young persons and allow them entry prior to attending a football match at Tannadice Park or Dens Park as per Board Policy, ie 2 hours before kick off and 1 hour after the match, not later than 8 pm.
II OCCASIONAL LICENCE APPLICATIONS
(i) HILL BAR, 267-271 HILLTOWN, DUNDEE DD3 7AP
The Board, having heard from the applicant, an agent on behalf of the applicant, the Licensing Standards Officer and the Board's Legal Adviser, and having considered an objection received, agreed to grant the occasional application for a beer garden operating outwith core hours depending on customer and seasonal demands, namely May/June/September from 11 am to 9 pm and July/August 11 am to 10 pm, and which would be ancillary to the provision of a meal, and further subject to the conditions that prior to this area coming into operation, relevant planning permission being granted and that the condition of the beer garden be to the satisfaction of the Licensing Standards Officer.
III PERSONAL LICENCE NEW APPLICATIONS
(i) CHRISTOPHER DENNIS
The Board, having heard from the Chief Constable's representative, the Licensing Standards Officer and the Board's Legal Adviser, agreed to refuse the application.
(ii) KASH GAFFAR
The Board, having heard from the Chief Constable's representative, and the Board's Legal Adviser, agreed to defer the above to the November 2019 meeting of the Board.
IV PERSONAL LICENCES
(i) GEORGE FINLAY
The Board, having heard from an agent on behalf of the applicant and the Board's Legal Adviser, agreed to defer the above to the November 2019 meeting of the Board.
(ii) MARK G J McGURTY
The Board, having heard from the Chief Constable's representative and the Board's Legal Adviser, agreed to defer the above to the November 2019 meeting of the Board.
V PERSONAL LICENCE REVIEWS
(i) HAYLEY BLACKLEY
The Board, having heard from the Chief Constable's representative and the Board's Legal Adviser, agreed that the grounds for a review had been met.
Thereafter, the Board agreed that the licence be revoked.
(ii) LAL HUSSAIN BUTT
The Board, having heard from the applicant, the Chief Constable's representative, the Licensing Standards Officer and the Board's Legal Adviser, agreed that the grounds for a review had been met. Thereafter, the Board agreed that the licence be endorsed.
(iii) SCOTT JAMES KELLY
The Board, having heard from the Chief Constable's representative and the Board's Legal Adviser, agreed that the grounds for a review had been met.
Thereafter, the Board agreed that the licence be revoked.
(iv) DEA McGILL
The Board, having heard from the Board's Legal Adviser, agreed to defer consideration of this matter until the December 2019 meeting of the Board.
VI PERSONAL LICENCE REQUEST FOR REVIEW
The Board greed to hold Personal Licence Review Hearings in respect of Julie Claire Higgins and Michael Ian Lindsay.
VII PREMISES LICENCE REVIEW
(i) SUNNY'S CONVENIENCE STORE, 65/67 PROVOST ROAD, DUNDEE
The Board, having heard from the Chief Constable's representative, the Licensing Standards Officer and the Board's Legal Adviser, agreed that the grounds for a review had been met and that no further action be taken.
