VALEDICTORY - JANE MARTIN, CHIEF SOCIAL WORK OFFICER

 

Prior to commencement of the business, the Convener intimated that Jane Martin, Chief Social Work Officer, would be retiring from the Council prior to the next meeting of the Committee and paid tribute to the personal contribution she had made over her period of employment with Dundee City Council and, on behalf of the Council, thanked her for the services rendered by her. Bailie Helen Wright also took the opportunity to pay personal tribute to Ms Martin for her contribution and years of service. Ms Martin replied in suitable terms.

There were no declarations of interest.

 

II SCOTTISH FIRE AND RESCUE SERVICE QUARTERLY PERFORMANCE REPORT - 1ST JANUARY, 2019-31ST MARCH, 2019

 

There was submitted Report No 191-2019 by Area Manager Pryde containing performance information relating to the fourth quarter (January to March) of 2018/2019 on the performance of the Scottish Fire and Rescue Service in support of member scrutiny of local service delivery, and providing information for the Committee regarding the performance of the Scottish Fire and Rescue Service against the priorities, outcomes and performance measures detailed within the Local Fire and Rescue Plan for Dundee 2017/2020, to facilitate local scrutiny.

 

The Committee agreed to note, scrutinise and question the content of the report.

 

III AIR QUALITY UPDATE

 

The Committee acceded to requests for deputations to address the Committee relative to this item of business. After the deputations had stated their cases and answered questions from members of the Committee, they were thanked for their attendance and withdrew.

 

There was submitted Report No 200-2019 by the Executive Director of Neighbourhood Services providing an update on the improvement measures within the Council's Air Quality Action Plan that continued to be progressed and summarising the results of the most recent full year's (2018) monitoring data, and also to provide an update on behalf of Neighbourhood Services and City Development's joint working on the progress being made on the development of a Low Emission Zone for Dundee.

 

The Committee agreed:-

 

(i) to note the content of the report;

 

(ii) to remit the Executive Director of Neighbourhood Services to continue with the Councils Air Quality Action Plan measures, noting the improvements that had been achieved and to continue to work with the Scottish Government and its partners with the Cleaner Air for Scotland Strategy in order to further improve air quality throughout the city;

 

(iii) to remit the Executive Director of Neighbourhood Services to submit the 2019 Air Quality Progress Report to the Scottish Government and the Scottish Environment Protection Agency, a copy of which had been circulated to all elected members in advance of the Committee;

 

(iv) to remit the Executive Director of Neighbourhood Services to progress, in conjunction with the Executive Director of City Development, the development of the Low Emission Zone for Dundee including the Low Emission Zone objectives recommended in Section 4.15 of the report;

 

(v) to remit the Executive Director of Neighbourhood Services and the Executive Director of City Development to bring forward a report outlining a detailed timeframe for consultation on the Low Emission Zone;

 

(vi) to remit the Executive Director of Neighbourhood Services to bring forward a report detailing the actions which were being taken to mitigate the air quality problems at each of the locations detailed in Section 4.3 of the report;

 

(vii) to remit the Executive Director of Neighbourhood Services and the Executive Director of City Development to bring forward a report on the measures being taken to prepare local businesses for the implementation of the Low Emission Zone in Dundee; and

 

(viii) to remit the Chief Executive to bring forward a report on the actions which could be taken, along with NHS Tayside, to mitigate the problems caused by poor air quality in the city of Dundee.

 

IV CONTAMINATED LAND STRATEGY - SITE INVESTIGATION CONTRACTS

 

There was submitted Report No 190-2019 by the Executive Director of Neighbourhood Services seeking approval for the proposed on-going site investigation work associated with the Council's statutory contaminated land responsibilities and also updating the Committee on the projects undertaken in 2018/2019.

 

The Committee agreed to note the content of the report in respect of the site investigations undertaken during 2018/2019, and authorised the Head of Design and Property to instruct the required site investigation and remedial works up to the value of 70,000 in financial year 2019/2020, as outlined in Section 4.3 of the report.

 

V TAYSIDE JOINT PUBLIC HEALTH PROTECTION PLAN 2019/2021

 

There was submitted Report No 187-2019 by the Executive Director of Neighbourhood Services seeking approval of the Tayside Joint Public Health Protection Plan 2019/2021.

 

The Committee agreed to approve the Tayside Joint Public Health Protection Plan which was attached to the report which gave a commitment on behalf of Dundee City Council to work with NHS Tayside, Angus and Perth and Kinross Councils to address the priorities identified within the Plan.

 

VI COMMUNITY PAYBACK ORDERS

 

There was submitted Report No 215-2019 by the Executive Director of Children and Families Service providing details of the 7th annual report on Community Payback Orders covering the period 2017/2018. The Criminal Justice and Licensing Act (Scotland) 2010 imposed a duty on local authorities to submit annual reports on Community Payback Orders. The report highlighted key trends and the contribution Community Payback Orders made to community safety and social inclusion.

 

The Committee agreed:-

 

(i) to note the continued progress made in relation to the operation of Community Payback Orders as outlined in the report;

 

(ii) to note that the effective delivery of Community Payback Orders continued to be an important element of the City Plan and the Community Justice Outcome Improvement Plan; and

 

(iii) to instruct the Executive Director of Children and Families to provide a further report on the operation of Community Payback Orders in 12 months.

 

VII TAYSIDES NEW CENTRALISED PUBLIC SPACE CAMERA SYSTEM AT WEST BELL STREET POLICE STATION, DUNDEE

 

There was submitted Report No 61-2019 by the Executive Director of City Development seeking approval from the Committee for the acceptance of a tender by Tayside Procurement Consortium for the enhancement and centralisation of Tayside's public space camera system at West Bell Street Police Station.

 

The Committee agreed:-

 

(i) to approve the implementation of an upgraded centralised Tayside public space camera system at West Bell Street Police Station, Dundee; and

 

(ii) to approve the capital spend of 551,247.25 to be included within the capital budget for 2019/2020.
