The minute of meeting of this Board of 14th February, 2019 was held as read.
Prior to the commencement of business, the Chair, on behalf of the Board, referred to the sad recent passing of Councillor Brian Gordon and paid tribute to his services as a Licensing Board member.

The Board also agreed that the Clerk investigate and report back as to whether a review of policy with regards to the increase and decrease of capacity of off-sales could be undertaken, in order that small businesses would not be prejudiced by current policy arrangements.

II PREMISES LICENCE MAJOR VARIATION APPLICATION UPDATE
(i) FORGANS, 234 BROOK STREET, BROUGHTY FERRY, DUNDEE
The Board, having heard from an agent on behalf of the licence holder, a Licensing Standards Officer, and the Boards Legal Adviser, agreed to defer consideration of this matter to ensure that a meeting take place between the Licensing Standards Officer and the licence holders acoustic engineer to establish the source of the noise, and the level of noise being emitted and measures required, if any, to address this.

V PREMISES LICENCE REVIEWES
(i) LIFESTYLE GROCERS 141-145 SOUTH ROAD, DUNDEE
The Board, having heard from an agent on behalf of the licence holder, a Licensing Standards Officer, and the Boards Legal Adviser, agreed that the grounds for a review had been met.
The Board agreed that the premises licence be revoked.
(ii) READING ROOMS
The Board, having heard from the licence holder, the Chief Constables representative, a Licensing Standards Officer and the Boards Legal Adviser, agreed that the grounds for a review had been met.
The Board further agreed that consideration of this item be deferred until the May Board meeting, noting that the additional conditions of late night conditions being used in place of local conditions, a new internal layout being submitted, an application for a minor variation on the grounds of capacity being submitted and that at least three qualified first aiders be present during late night hours, be imposed.
VI PERSONAL LICENCE REQUEST FOR REVIEW
The Board agreed to hold personal licence reviews in respect of Stewart McTaggart and Hayley Blackley.
VII PREMISES LICENCE REQUEST FOR REVIEW
The Board agreed to hold premises licence reviews in respect of Fairfield Sports & Social Club and Woodlands Hotel.
VIII EXTENDED HOURS APPLICATION
(i) BONAR HALL
The Board, having heard from the applicant and an agent on behalf of the applicant, a Licensing Standards Officer and the Boards Legal Adviser, agreed to approve the application for 4th May, 2019 to 5th May, 2019, with the condition that late night conditions be imposed.
The Board further agreed that the Clerk investigate whether a review of policy could be undertaken with regards to the granting of extended hours' applications for function suites and to report back to the Board in due course.
