The minute of meeting of this Committee of 7th January, 2019 was held as read.

I DECLARATION OF INTEREST
There were no declarations of interest.
II DUNDEE PARTNERSHIP COMMUNITY LEARNING AND DEVELOPMENT STRATEGY
There was submitted Report No 34-2019 by the Executive Director of Neighbourhood Services advising the Committee of the Community Learning and Development Strategy, which had been developed with Dundee Partnership Co-ordinating Group and key strategic partners in the city, and further advising the Committee that the strategy was a requirement under The Requirement for Community Learning and Development (Scotland) Regulations 2013.
The Committee approved the Dundee Community Learning and Development Strategy and agreed to receive annual updates on progress, which were being undertaken by a Community Learning and Development Sub-Group of the Dundee Partnership.
III REVIEW OF OPEN SPACES MANAGEMENT RULES AND CEMETERIES MANAGEMENT RULES
There was submitted Report No 74-2019 by the Executive Director of Neighbourhood Services seeking Committee approval relative to the above.
The Committee:-
(i) approved the updated Open Space Management Rules and Cemeteries Management Rules appended to the report;
(ii) remitted to the Executive Director of Neighbourhood Services to undertake the necessary statutory procedures to formally adopt the updated Management Rules; and
(iii) remitted the Executive Director of Neighbourhood Services to review the regulations for maintenance of common ground in all Dundee City Council cemeteries to ensure that these remained fit for purpose and sensitive to the needs of the community and that a further review be undertaken along with Neighbourhood Services Burials and the City Archives to ensure that the best possible access to records was facilitated for those seeking the burial sites of their deceased kin.
IV TENDERS RECEIVED BY HEAD OF DESIGN AND PROPERTY
There was submitted Report No 79-2019 by the Head of Design and Property detailing tenders received and requesting a decision thereon:-
(a) MAITLAND STREET, WATSON STREET SHELTERED AND DOUGLAS ROAD - BOILER REPLACEMENT 2018/2019
The Committee agreed to a negotiated contract with Construction Services in the sum of 126,797.67, together with allowances of 14,411.79, giving a total expenditure of 141,209.46.
(b) CONSTITUTION STREET 1ST AND 2ND AND STRATHMORE AVENUE - BOILER REPLACEMENT 2018/2019
The Committee agreed to a negotiated contract with Construction Services in the sum of 101,749.88, together with allowances of 11,857.49, giving a total expenditure of 113,607.37.
(c) MAGDALEN KIRKTON 4TH DEVELOPMENT - ROOF REPLACEMENT PHASE 2
The Committee agreed to a negotiated contract with Construction Services in the sum of 257,754.95, together with allowances of 23,697.95, giving a total expenditure of 281,452.90.
(d) FLEMING GARDENS - BOILER REPLACEMENT 2018/2019
The Committee agreed to a negotiated contract with Construction Services in the sum of 388,605.11, together with allowances of 42,974.46, giving a total expenditure of 431,579.57.
(e) SHELTERED LOUNGE COMPLEXES - AUTOMATIC DOOR ENTRY SYSTEMS
The Committee agreed to a negotiated contract with Construction Services in the sum of 28,466.12, together with allowances of 2,561.95, giving a total expenditure of 31,028.07.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.
V DUNDEE AND ANGUS WASTE PROJECT
There was submitted Agenda Note AN8-2019 by the Executive Director of City Development relative to the above.
The Committee approved the terms of the agenda note.
